Position Title: Accountant / Finance & Administration Officer
Employer: Business Center for Innovation Technology and Entrepreneurship, Al Quds University
Location: In person position based in Abu Dees, Al Quds University Campus, with occasional travel required to Jerusalem and Ramallah
Reports to: CEO of BCITE
Contract Type: Full time
Duration: 1 Year contract with possibility of renewal based on funds and performance

Organization
BCITE was established in 2017 with the mission of stimulating the establishment and growth of startup companies, entrepreneurship, and cooperatives in order to foster job creation and enhanced economic growth in the country and the overall MENA region. The business center was established in response to a communal need for economic empowerment for Palestinians in Jerusalem and the surrounding communities through entrepreneurship given the presence of pressing economic constraints. The organization seeks to bring forth and develop technology innovation within Palestine while maintaining and establishing local and international partnerships that help bridge the education-industry gap in the country.
Background:
The Business Center for Innovation Technology and Entrepreneurship (BCITE) is seeking a qualified and proactive Accountant/Finance and Administration Officer to oversee and manage all financial aspects related to the incubator program. This role involves ensuring financial accountability and transparency, managing multi-donor budgets, supporting audits, and improving internal financial controls. The successful candidate will be responsible for supporting the financial administration of all projects implemented under the incubator umbrella and maintaining full compliance with local and international financial and procurement regulations.
Core Responsibilities:
Financial Oversight and Control
Ensure robust financial controls are in place to safeguard expenditures and maintain transparency.
Oversee financial transactions ensuring appropriate authorization, documentation, and compliance with Al Quds University policies and donor regulations.
Monitor project budgets and spending, providing early alerts on variances or risks.
Track and analyze cash flow and ensure timely disbursement of funds for project activities.
Ensure compliance with national and international accounting standards and procurement procedures.
Budgeting and Financial Planning
Support the development and revision of project and organizational budgets in collaboration with program teams.
Coordinate with program leads to prepare periodic financial forecasts.
Participate in strategic financial planning to ensure sustainability of the incubator’s projects.
Reporting and Compliance
Prepare accurate and timely financial reports for internal use, donor submissions, and management decisions.
Maintain updated financial records and ledgers for all incubator projects.
Assist in preparing documentation for internal and external audits; follow up on audit recommendations and findings.
Liaise with donor finance counterparts to ensure alignment on financial reporting and compliance matters.
Financial Administration
Process payments, invoices, and receipts in a timely and accurate manner.
Maintain the financial filing system and documentation for all transactions.
Regularly update financial software and records (e.g., Bisan, QuickBooks).
Monitor staff advances, project procurement, and petty cash.
Coordination and Support
Serve as a key liaison between finance and program staff for budgeting and financial matters.
Work with Grants manager to ensure accurate and timely financial reporting to the donor
Build financial awareness among program teams by providing guidance on compliance and financial procedures.
Provide support for procurement verification and adherence to financial policies.
Qualifications and Experience:
Bachelor’s degree in Accounting, Finance, Business Administration, Economics, or a related field.
Minimum 3–5 years of relevant experience in financial management, accounting, or auditing within the NGO or private sector.
Certification such as CPA, CMA, or equivalent is a strong advantage.
Demonstrated experience with donor-funded projects, including compliance with international donor regulations.
Familiarity with Palestinian financial regulations and procurement practices is preferred.
Skills and Competencies:
Strong financial analysis, reporting, and budgeting skills.
Proficiency in financial software systems (e.g., QuickBooks, Bisan ERP).
Excellent attention to detail and organizational skills.
Ability to manage multiple priorities and meet deadlines under pressure.
Strong interpersonal and communication skills; team-oriented mindset.
Fluency in Arabic and working knowledge of English.
Level of Responsibility:
High level of autonomy in managing incubator project finances.
Expected to exercise initiative, judgment, and discretion in handling confidential financial data.
Responsible for financial problem-solving, reporting accuracy, and compliance.
