Joint Service Councils for Solid Waste Management In Khan Younis, Rafah, and Middle Area Governorates (JSC-KRM)
The Municipal Development and Lending Fund (MDLF) is a quasi-government organization with
technical, financial, and management experience in the field of Municipalities’ development, with particular experience in projects related to infrastructure, capacity building, employment generation, as well as data collection and reporting.
MDLF is implementing the Gaza Solid Waste Management Project in the middle and southern governorates of Gaza Strip, where number of positions are needed to fulfill the needs of the expanded Joint Service Council for Solid Waste Management who is the final owner and operator of the assets provided by MDLF through.
The Joint Service Council for Solid Waste Management in Khan Younis, Rafah and Middle Area Governorates (JSC-KRM) was originally established in 1995 to serve the Governorates of Middle (Deir El-Balah) and Khan Younis by being responsible for the secondary collection and disposal of municipal solid waste. The JSC has been expanded to cover Rafah Governorate under the Gaza Solid Waste Management Project implemented by the Municipal Development and Lending Fund (MDLF).
The Gaza Solid Waste Management Project is financed by the European Union, The French Agency for Development (AFD), Government of Sweden, and the World Bank.
MDLF is seeking to hire competent personnel to fill the following 4 positions:

MDLF is seeking to hire competent personnel to fill the following 4 positions:
Finance and Accounting Manager (Full Time)
Main Responsibilities
Under the supervision of JSC Executive Director, the Finance and Accounting Manager is expected
to perform the following:
-Administer and monitor the financial system to ensure that the JSC finances are maintained in an accurate and timely manner;
-Develop plans and prepare monthly, quarterly and yearly financial reports to be submitted to the JSC Executive Director;
-Maintain the accounts payable and accounts receivable systems in order to ensure complete and
accurate records of all moneys;
-Co-ordination with JSC member municipalities - Local Government Units (LGU’s) – and
monitor, follow up, and report on each LGU account;
-Prepare Interim Financial Reports (IFR) according to MDLF requirements;
-Coordinate disbursement procedures according to MDLF guidelines;
-Prepare Withdrawal Applications (WA) and obtain authorizing signatures;
-Prepare Statements of Expenses (SOEs) and financial statements in general;
-Monitor the expenses and the costs for contracts, including the funds transferred by MDLF;
-Record project transactions in accounts established for that purpose;
-Participate in the preparation of the annual project budget, including the determination of allocations
required from JSC general budget;
-Assist in preparing tender documents according to MDLF guidelines and participate in tender opening and evaluation committees;
-Participate in the implementation, monitoring and evaluation of JSC activities;
-Carefully manage the records and official documents of the project and ensure efficient access
for audits;
-Performing other duties as required by the executive director of JSC.
Required Qualifications:
-Minimum Bachelor degree in accounting; CPA/ACCA or CMA is highly viewed;
-Minimum of 5 years of relevant experience is required;
-Experience of keeping and working with accurate computerized data, manual records and books;
-Ability to operate two of the commonly used accounting computer software;
-Excellent reporting and writing skills,
-Strong computer skills in MS Windows environment, particularly good knowledge of MS Office
Applications; Word, Excel, PowerPoint, and Outlook;
-Fluency in English (written and spoken).
