THE ORGANIZATION
With over 30 years of experience, Handicap International (HI) is an independent and impartial aid organization, currently active in 60 countries, working in situations of poverty and exclusion, conflict and disaster. It works alongside people with disabilities (PwDs) and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
HI has been present in the Middle East since 1987 and currently operates in Egypt, Iraq, Lebanon, Jordan and Palestine, with a regional office based in Amman, Jordan, and field offices in each country. In Palestine, HI has been active since 1996 and works in both Gaza and West Bank, through several projects funded by the European Commission (EC), the Ministry of Foreign Affairs of Luxembourg (MOFA Lux), the Canada Department of Foreign Affairs Trade and Development (DFATD), the French Development Agency (AFD), DFID, and Caritas Germany. The annual budget of the mission for 2014 is more than 1.5 million Euros, which is expected to substantially increase in 2015, and it employs more than 20 nationals and two international staff, distributed among 3 offices (East-Jerusalem, Ramallah and Gaza).
THE PROJECT
The project entitled "Explosive Remnants of War threat reduction in support to rubble removal and reconstruction in Gaza, Palestine” which will be implemented by HI and partners is planned for an initial duration of 2 months. Working under the overall responsibility of the Head of Mission, and directly under the supervision of the Project Manager, the RE/CL Team leader will provide key support to the Project Manager in the roll-out and implementation of project activities. He/she will work with partners, counterparts and stakeholders in ensuring project outputs are of the highest quality and that expected results are achieved in a timely and efficient manner.
MAIN DUTIES
-Give presentations and training sessions to local actors of Gaza and its surrounding areas (Individuals, local NGOs, imams in mosques, women’s group, journalists, community leaders, teachers…) on the dangers of Mines and ERW.
-Co-represent Handicap International at relevant steering groups, meetings, trainings, workshops, conferences and other events across Gaza.
-To ensure that all staff receive regular supervision and performance management.
-To identify staff training needs, both individual and team and to assist in the development and delivery of in-house training programs where appropriate.
-To ensure team meetings are held regularly and that staff receives regular feedback on performance.
-Coordinate relevant steering groups and meetings as directed by the Project Manager.
-Reporting to and liaising with the Logistics/Administration teams ensuring capacity can be met, including providing timely information to the Logistics/Administration teams functions in order to support the successful delivery of activities
-Maintain a positive image of Handicap international at all times and in all circumstances
-Ensure security and safety procedures are followed as outlined by the project manager
-Centralize all data collection forms filled on the field and handover them to the PM
-Actively participate to internal meetings in preparation for the next week’s planning and discuss activities, issues, ideas…
-Report any human resources issues encountered on the field to the PM
-Work closely in collaboration with the community to develop relevant tools and messages, adapted to the issue within the community
-Work in close collaboration with the contracted designer in the creation and development of the tools and IEC material
Internal Interfaces
Directly with the Project Manager and other staff across Mission/Organisation to ensure the effective delivery of the annual operational plan and strategic objectives.
-Ensure performance indicators and outputs from the project are achieved
-Ensure relevant stakeholder groups, e.g. Project Coordination Committee, Partners, funded initiatives, individual staff, key intermediates are kept informed of issues and progress
-Support colleagues in collaborative working across the different aspects of the Mission
-Report to Head of Mission, Project Manager, Administration Manager
External Interfaces
Establish close working relationship with the key intermediaries such as partner organizations, and other agencies as directed by the Project Manager; and coordinate joint working relationship to ensure project activities achieved.
THE IDEAL CANDIDATE
Knowledge required

1-Experience of leading a team, motivating and directing team members
2-Skilled and confident to relate to and communicate with individuals and groups
3-Valid Driving Licence

1-Proven experience of working within community development or similar field
2-Good contacts within the local community

-Good organisational skills and ability to prioritise workload
-Ability to work harmoniously in a team setting
-Capacity to deliver training using a variety of methodologies

Additional Information:
Initial contract duration: 2 months
Location: Gaza
Weekly hours: 40
Schedule: Sunday to Thursday from 08.00 to 16.00 including lunch break (13.00 to 13.30)
