UNDP/PAPP (Programme of Assistance to the Palestinian People) and UN Women are implementing the UNDP/UN Women Joint Programme, Strengthening the Rule of Law in the oPt:
Justice and Security for the Palestinian People (2014-2017).
The UNDP/UN Women Joint Programme is oriented around the following seven mutually reinforcing outcomes:
-Capacity of justice and security institutions strengthened and linkages forged
-Civil society contribution to rule of law and community access to justice in the West Bank enhanced
-Civil society contribution to rule of law and community access to justice in the Gaza Strip enhanced
-Gender responsiveness of justice, security and legislative actors strengthened
-Women and girls’ access to justice and security improved by ensuring accountable service provision to prevent, protect against and respond to violence, and by addressing their broader legal needs
-Juvenile justice and adherence to child rights improved
-Capacity of key actors and stakeholders to monitor progress and results in rule of law development increased This position will focus on the implementation of Outcome 2 of the Programme.
For the past four years, UNDP/PAPP has developed a thriving programme in Gaza focused on community access to justice.
The programme initiated the establishment of the Awn Network, a network of civil society legal aid providers anchored by the Palestinian Bar Association, providing targeted legal aid assistance, advocacy on justice issues and community legal awareness raising to vulnerable groups, targeted especially women and children.
The programme also works with informal justice leaders to strengthen the rights protection available to women, children and other marginalised groups, who use informal justice mechanisms.
Since the establishment of the Government of National Consensus, several Ministers including the Minister of Justice have been based in Gaza and new opportunities may emerge to coordinate with justice institutions.
UNDP/PAPP is also undertaking preparatory work assessing the options and possibilities for harmonisation of laws between the West Bank and Gaza Strip at the request of various stakeholders. In addition, the recent conflict in Gaza, has generated additional needs for the provision of emergency legal aid services and support for the provision of protection to vulnerable groups, especially female or child-headed households. To support this range of activities, the UNDP/PAPP (Programme of Assistance to the Palestinian People) is seeking suitable candidates for the position of Civil Society Coordinator. Under the direct supervision of the Deputy Programme Manager /Gaza Coordinator & Rule of Law Advisor and the overall supervision of the UNDP Programme Manager/Chief Technical Specialist and the UNDP Gaza Head of Office, the Civil Society Coordinator will work directly with partner CSOs and academic institutions to support the implementation of the Programme’s activities. As this position is related to the Strengthening the Rule of Law in the oPt - Justice and Security for the Palestinian People Programme in the occupied Palestinian territory with an expected duration of 2.5 years 2014-2017, the Service Contract extension will be conditional upon satisfactory performance evaluation as well as availability of funding under the Programme.
Description of Responsibilities:
Under the direct supervision and guidance of the UNDP Deputy Programme Manager and the overall supervision of the Programme Manager/Chief Technical Specialist and the Gaza Head of Office, the Civil Society Coordinator will be responsible for, but not limited to, the following:
-Support the implementation of a multi-year programme on strengthening the rule of law in the oPt: Justice and Security for the Palestinian People. Regularly review planned activities, and make necessary modifications/ratifications when needed in response to any emerging circumstances
-Establish and manage strategic partnerships with specialised civil society organisations to strengthen and expand the provision of high-quality legal aid services and to strengthen human rights advocacy in conjunction with relevant actors.
-Support relevant partners including universities and CSOs to organise regular public awareness and advocacy campaigns and outreach meetings on initiatives related to promoting the rule of law and access to justice and improving the legal literacy of citizens.
-Provide technical advice and mentoring on basic human rights, code of conduct and principles of the justice system to local judiciary, law-enforcement and security and traditional authorities.
-Develop the capacity of partners to manage projects and liaise with donors to ensure the sustainability of these activities, through training and mentoring initiatives; - Initiate coordination with key justice sector actors and provide technical support as deemed necessary
-Support the enhancement of gender responsiveness among programme partners including justice sector actors
-Assess the impact and effectiveness of the programme through regular field visits and highlight achievements, progress and challenges through impact and results-driven reports.
-Attend and represent the program at development and humanitarian coordination meetings including inter-agency working groups as requested by the deputy program manager and provide documented updates on the results of those meetings and the needed follow-up actions.
-Explore models for potential linkages between formal and informal justice systems.
-Input into annual work plans, progress reports, summary notes and success stories, as appropriate.
-Engage in capacity- and confidence-building with Rule of Law sector, including consultative and participatory processes with national stakeholders, including women/youth’s networks and legal professionals.
-Support the existing networks the program has established including Awn Access to Justice Network and the Legal Taskforce in Gaza to ensure information and experience-sharing and promote closer collaboration amongst them.
-Ensure timely implementation of all project activities and monitor the proper use of funds according to signed agreements and work plans
-Liaise with national counterparts, UN agencies, national and international NGOs, and targeted populations in relation to access to justice issues.
-Participate as a team member in the UNDP/UN Women Rule of Law Programme including participation in Programme justice sector coordination meetings, plenary team meetings, review and input of programme documents, regular reporting and other work or activities stemming from the programme, as requested.
-Carry out any other relevant duties as requested by the Deputy Programme Manager / Gaza Coordinator.

-Capacity of CSO’s and academic institutions counterparts to lead and maintain positive capacity development efforts.
-Increased permanent capacity built within the CSO’s and academic institutions to sustain projects management and high functioning technical capacity.
-Improved management and timely completion of CSO’s and academic institutions projects according to minimum quality standards
-Enhanced relations with and increased support from donors for CSO’s and academic institutions projects
-Improved identification of CSO’s and academic institutions needs and matching of these with available support and resources from donors and implementers
-Strengthened relations with other CSO’s and academic institutions

-Experience in relation to legal aid service provision an advantage.
-Experience of working with community organizations and civil society as well as with public institutions desirable. • Proven mentoring and capacity development skills
-Excellent verbal and written communication skills • Strong reporting and proposal writing skills
-Strong interpersonal skills and ability to work independently.
