Background Information - Jerusalem
The UNOPS Jerusalem office opened in 2006 and now has sub-offices in East Jerusalem, Ramallah and Jericho. The portfolio includes infrastructure, procurement, human resources, capacity building, access coordination and security projects for partners and beneficiaries throughout the occupied Palestinian territory.
Background Information - Job-specific
Under the general guidance and supervision of the PMO Team Leader is responsible for service delivery under an assigned client’s project or multiply projects and will take independent decisions on administrative actions based on clearly established authority and guidelines. In performing her/his work, the Project Associate works with minimal supervision and promotes a client, quality and results-oriented approach. When needed an as agreed between PMO and PM the Project Associate will report directly to the Project Manager.
The Project Associate will work in close collaboration with the Operations, Programme and projects staff in the Project Centre, Regional Office and HQ to exchange information and ensure consistent service delivery. He/she may also directly supervise subordinates and/or train and coach colleagues.
The Project Associate will ensure the provision of project support to JMOC Programme/ Project Managers in the fulfillment of their duties and responsibilities, as framed in Project Documents, and in keeping with internal UNOPS policies, processes and procedures (the “UNOPS Legislative Framework”).
Functional Responsibilities
Ensures efficient and effective project planning, administration and management
§ Collaboration in the management of all aspects of project implementation and service delivery in full compliance with UNOPS rules and regulations,
§ Collaboration in the implementation of projects in accordance with UNOPS Project Success Criteria and the Sustainable Project Management Practice Group guidance,
§ Monitoring of progress for all projects/service agreements under his/her responsibility, anticipating operational and budgetary issues and taking pre-emptive action,
§ Assistance in the preparation of service request documents and analysis of submissions for project and/or UNOPS service acceptance; coordination of inputs from different parties; preparation of the Implementation Analysis Note (through the lead system) and related documentation and presentation of requests to the Engagement Authority,
§ Interaction with colleagues, clients and partners to guide operational issues and UNOPS service provision. Resolution of operational and process issues, referring complex issues to supervisor with clear recommendations for courses of action,
§ Preparation and issuance of authorizations to Programme/ Project Managers to undertake project-related activities and incur expenditures; monitoring of expenditures and advice to clients/partners and funding agencies on budget status,
§ Preparation of project budgets and revisions and other related documents,
§ Initiation of procurement of goods or services by requesting quotations, examining cost estimates, evaluating cost effectiveness and compliance with provisions contained in the UNOPS Procurement Manual and related guidelines. Active follow-up from procurement to delivery,
§ Identification of consultants/experts, initiation of recruitment and preparation of TOR. Processing of all administrative requirements (e.g. funding source, clearances, and documentation) and request to undertake recruitment action; follow-up to completion,
§ Verification of accuracy of request/transactions and completeness of documentation. Initiation of action and certification for approval at the higher level as may be required. Monitoring of expenditures, regularly informing supervisor and clients of budget status and any need to reallocate resources to meet objectives,
§ Administrative arrangements (e.g. funding, logistics) for training and study tours, evaluating relevance of event with project objectives and review of nominations,
§ Preparation of briefing materials as required for mission travel and/or discussion on project activities,
§ Other as may be required.
Ensures implementation of operational strategies, adapts processes and procedures focusing on achievement of the following results:
§ Full compliance with UNOPS rules and regulations of programme/project management, financial processes, financial records and reports and audit follow up, human resources management, procurement processes; implementation of the effective internal control framework.
§ Contribution to the content of internal Standard Operating Procedures in programme/project management, in consultation with the direct supervisor and office management.
Project Management
§ When necessary, can be appointed as an ATLAS Project Manager; and
§ Provides backstopping for Project Managers on leave.
§ Support Project/ Programme Mangers and PMO Team Leader in meetings with key stakeholders as required by project requirements.
Project Assurance
§ Prepares and monitors project quality indicators and monthly health checks for projects supported.
§ Ensures that project “blue files” and other relevant project documentation in hard and soft copies are up to date; and
§ Provides, as needed project assurance support to project boards.
Knowledge building and knowledge sharing
§ Maintenance of accurate data and information to facilitate monitoring and evaluation of project and service activities, and to institutionalize and disseminate knowledge.
§ Coaching and/or mentoring of colleagues and encouraging feedback to lead to process improvement and standardization.
§ Publication and sharing of information and knowledge
§ Participation in the trainings for the programme, operations and projects staff on programme/project management
§ Sound contributions to knowledge networks and communities of practice.
3. Final Product
§ To ensure smooth running of the project .Works with minimal amount of supervision.
§ Independently provides accurate reports and /or records in the areas of work, budget/financial management, project management, personnel administration and other administrative functions.
4. IMPACT on results
The key results have an impact on the efficiency of the unit. Accurate data entry and financial information, presentation of information and client-oriented approach enhances UNOPS capability as an efficient and first-class service provider and contributor to the development of the country.

Education/Experience/Language requirements
Education:
Master’s degree in Business Administration, Finance, Economics, International Management or other relevant discipline. Additional years of relevant work experience, preferably in combination with a relevant bachelor’s degree, may substitute for the requirement for a master’s degree.
Prince 2 foundation or other formal certification in Project Management highly desired.
Work Experience:
Experience in similar position, including direct experience in managing service delivery and working directly with clients, with at least two years of this experience with an international organization required. A thorough knowledge of UN rules and procedures in budget management, contracting, purchasing and recruitment of project personnel is highly desirable.
Experience in the usage of computers and office software packages (MS Office 2010 and/or newer versions) and knowledge of spreadsheet and database packages, Experience in handling of web-based management systems.
Experience in reporting writing and donor communication is strongly desirable.
Technical report writing and communications experience would be an asset.
Experience working with ATLAS is highly desirable.
Languages
Proficient in both the English and Arabic Language, spoken, written and comprehension
