MAIN PURPOSE OF JOB
The Project Officer(PO) is vested with providing managerial and technical services and ensuring adherence to sound management standards. The PO will supervise and managethe project entitled "Rehabilitation of Poultry and Livestock sector in the Gaza Strip". He is responsible to provideoverall supervision for beneficiaries’ selection, assure beneficiaries’ compliance, and coordination for training and capacity building services to ensure compliance with project goals. The PO will conduct and provide all necessary monitoring and reportingprocedures and deliverables.
JOB DESCREPTION
To monitor and control expenses related to project work and ensure organizational forecasts and budgets are met for these expenses.
Represent Qatar Charity in project’s steering committee meetings, and distribute minutes to all QC’s relevant staff.
Review submitted lists of beneficiaries; conduct field inspection and draft final recommendations before submitting the lists for donor representative.
Draft beneficiary’sContract template, follow up beneficiary’s compliance, prepare substantial completion certificates, and ensure beneficiaries have achieved all required milestones.
Draft and issue RFP’s, cash flows and preliminary schedules.
Assist in handling procurement activities relating to contracts and sub contracts in accordance with QC procedures and procurement activities, in cooperation with Logistics Officer.
Assist in developing forms and tools requested to improve the work process.
To act as a liaison on behalf Qatar Charity with Ministry of Agriculture and target beneficiaries managing any work interfaces and enhancements to project scope.
Review, evaluate and approve technical submittals, training and capacity building plans according to required project standards.
Assure proper conductance of training sessions; including, all preparation issues, documentation and reporting.
Undertake team briefings and inception activities to ensure all aspects of work are understood by concerned parties.
Undertake Programming and Quality Control reporting interaction with other concerned parties to assure production schedules and deliveries are met.
To perform such other duties as may be assigned.
ESSENTIAL WORK ACTIVITIES
Not limited to the followings; Planning, Deciding, Implementing, Coordination, Supervising, Directing, Controlling, Motivating, Checking, and Developing Relationship.
EDUCATION, SKILLS AND EXPERIENCE
Bachelor degree preferably agriculturalengineering, with minimum 4 years related work experience.
Planning and analytical skills.
Project management.
Knowledge in the Poultry and Livestock sector’s improvement requirements.
Procurement, training and capacity building knowledge.
Team leadership, supervisory, and negotiation Skills.
Computer Skills, word, excel, access, MS-project.
Valid driver’s license.
Good knowledge of English and Arabic.
An understanding of and commitment to QC’s mission and values
