B&V, a USAID Contractor located in Ramallah working in the infrastructure sector throughout the West Bank, is seeking experienced and qualified candidates for the following position:
Sr. Finance Specialist
The Sr. Finance Specialist is responsible for overseeing the day-to-day financial activities
for the Infrastructure Needs Program (INP II). This program-level position is based in
Ramallah.
Duties and Responsibilities
1-Support the Finance Manager in the day-to-day financial activities
2-Ensure the maintenance of proper accounting documentation
3-Review all vouchers prepared by junior finance staff to ensure that all supporting documentation and approvals are accurate
4-Perform analysis on special projects as requested
5-Assist in preparing the monthly Invoice to the client in accordance with USAID reporting requirements
6-Evaluate vehicle and phone usage in accordance with INP II policies and procedures.
7-Provide a first review of all accounting transactions entered into the accounting software by junior finance staff
8-Gather financial information, analyze the information, and use that information to provide the
Finance Manager with recommendations
9-Facilitate provision of information and documentation during audits
10-Oversee bank reconciliation process
11-Responsible for processing payroll each month and prepare salary receipt forms / paystubs
12-Liaise with income tax authority and remit employee withholdings on a monthly basis
13-Examine monthly fund requests to be sent to the Home Office
14-Evaluate VAT reports to ensure accuracy and compliance
15-Ensure all transactions are in compliance with USAID rules and regulations.
Minimum Requirements:
16-Bachelor Degree in Accounting, Business or Commerce
17-Strong knowledge and understanding of USAID regulations
18-At least 7 years of experience of which 5 years in accounting on a USAID-funded Project
19-High attention to details with strong analytical skills
20-Have sense of initiative and ownership
21-Good team working skills – works well with others
22-Computer literacy in word processing, spreadsheets and preparation of graphs, tables, and
charts with Microsoft Office (including Word, Excel, and PowerPoint)
23-Professional level English and Arabic language skills
