ANERA is an international, non-profit, non-governmental organization implementing infrastructure projects in the West Bank and Gaza.
ANERA is recruiting for a number of vacancies in its Jerusalem, Nablus and Hebron Offices under the Palestinian Community Infrastructure Development (PCID) Program, USAID-funded program as follows:
Design Review/Quality Assurance Engineer/
Jerusalem Office
General Roles & Responsibilities:
The Design Review/Quality Assurance Engineer will work in close coordination with the rest of the Design Development team members and Construction Unit Area teams to streamline the formulation of project Proposals and prepare the Environmental Impact Assessment. He/she will also work in the review of the tender preliminary and detailed outputs provided by the Consultant Engineering Firms. Prepare tenders and analyze the tenders received from bidders.
Duties and Responsibilities Include:
-Prepares initial engineering assessment report , needs assessments, data collection, information review and site visits for the preparation of Project Proposals and Environmental Impact Assessments (EIAs).
-Conduct meetings with relevant stakeholders to collect the relevant information needed for the preparation of an accurate Project Proposals and EIA’s.
-Coordinate work along with the Senior Engineer and the rest of the Design Development Team and the Area staff of ANERA to streamline the production of Project Proposals, EIA’s and tender reviews.
-Technical follow up, verify and review of the preliminary designs, detailed designs and final tender documents (i.e. drawings, bills of quantities,
specifications, general and particular conditions, etc...) submitted by the Consultant Engineering Firms.
-Analyze, evaluate and review the received bids from bidders.
-Prepare bi-weekly reports /action plans on the status of submittals and requested inputs matching deadlines and millstones.
-Attend Community Meetings and report on their requirements, recommendations and concerns related to the relevant projects.
-Conduct site visits of proposed and on-going project interventions.
-Collect relevant projects’ documents from the Engineering Consultant Firms and ANERA’s area offices.
Minimum Requirements:
-Bachelor’s degree in Civil Engineering or Related Field;
-Seven years of experience working in design and design review for a wide range of infrastructure projects;
-Knowledge of local design practices and construction practices.
-Experience working within an Engineering Design Office.
-Experience in Structural Engineering.
-Working knowledge of site safety plans; site management experience is a plus;
-Prior working experience with USAID or other international donorfunded infrastructure projects is a plus;
-Reporting writing skills in English and Arabic;
-Demonstrated ability to work collaboratively with team members in addition to working with Local Authorities, community members and groups during different project phases.
-Computer skills in MS office, AutoCAD, MS Project;
-Ability to work under pressure and when necessary outside formal
working hours and willingness to travel frequently to various localities in the West Bank.
-Valid registration with the Jerusalem Engineers Association.
-Has a valid driving license.
