Vacancy for Institutional Development and Technical- Assistance Department Manager (IDTA)

The Municipal Development and Lending Fund (MDLF) is semi-governmental organization working in close coordination with the Ministry of Local Government (MOLG) in the field of Municipalities’ development, with particular experience in projects related to institutional development, employment generation, as well as data collection and reporting.

The MDLF is seeking a qualified, experienced, results-oriented senior staff for the position of Manager of Institutional Development and Technical Assistance Department, the candidate will be reporting directly to the Director General and Director of operations.

More specifically, the Manager will:
• Identify the needs of LGUs in terms of capacity building and institutional development
• Devise and implement plans for capacity building in LGUs
• Cooperate with the head of technical operations to ensure that LGUs projects have a capacity building component
• Follow up on capacity-building programs to ensure they achieve their goals and comply with the devised budgets
• Measure impact of different activities on capacity building and institutional support
• Ongoing intervention to solve problems during implementation of capacity building programs
• Maintain sound relations with LGUs and ensure that his/her unit is based on mutual respect
• Assist his/her team achieve their career objectives.
• Support the design of capacity building packages and manage implementation

Qualifications and Experience:
• Advanced degree in management, engineering, planning, development studies or any related fields.
• Minimum seven years experience in capacity building, and institutional assessment and development related topics. Working with NGOs or international agencies is an asset.
• Demonstrated leadership and strong management skills, experience managing multidisciplinary development programs and budgets.
• Excellent communication skills and presentation in Arabic and English.
• Excellent computer skills, MS office, MS Project, Excel functions and PowerPoint
• Have extraordinary reporting and analysis skills.
• Be knowledgeable about the Palestinian local government sector.
• Be highly committed, able to work under pressure, and meet deadlines.
