The two Technical Officers (one Jerusalem based; one Gaza based) will play a key
role in shaping, implementing and supporting WHO’s programmes in Palestine.

The Palestinian Authority is establishing a Palestinian National Institute of Public Health (PNIPH).
The World Health Organization (WHO) has been given the task of setting up the PNIPH, in close cooperation with the Palestinian Ministry of Health, Palestinian universities, the Norwegian Institute of Public Health, and other stakeholders. The Norwegian Ministry of Foreign Affairs is funding the project.
The aim is to establish the PNIPH by 2014 as a semi-autonomous legal entity, fully accountable for its professional and technical responsibilities, budget, and staff. The Institute will have a governing board with representatives from key stakeholders and will be able to speak out and publish reports and commentaries on health issues.
The main aim of the Palestinian National Institute of Public Health is to provide information for action. The objectives of the Institute include:
· increasing the effective use of data in setting health policies and priorities.
· strengthening existing surveillance systems and registries, and support the development of new ones.
· serving as a hub for public health professionals and health researchers.
· developing capacity in and strengthen analysis of health management.
· providing evidence-based information and scientific recommendations on how to improve population health, and be a trusted source of advice for health policy-makers and the general public.
· enhancing networking among institutions working in public health locally, regionally and internationally to enhance the utilisation of information.
Organizational contextUnder the supervision of the Research Manager, the research officer will help in carrying out research and to develop the national virtual library.
The incumbent will be based at the new premises for the PNIPH in Ramallah, West Bank, but will have extensive contact with the WHO office in Jerusalem and the Gaza Strip, and with other stakeholders to carry out the functions. A tight relationship will be established with the MoH/PHIC (Palestinian Health Information Centre of the Ministry of Health).

Description of dutiesThe incumbent will perform the following duties:
Assist the research manager in carrying out in-house research
Assist the research manager in commission, coordination and management of the operational research for the Institute in close collaboration with the Palestinian universities and other stakeholders
Help in developing the virtual library
Collect published research in peer reviewed Journals using online search engines
Collect online published research and funders’ reports
Collect thesis and unpublished research from University libraries in the Gaza Strip.
Collect relevant donors’ reports from their official websites.
Carry out other tasks related to building the virtual library when needed
Upload all collected material to the virtual library website
Train other candidates in the West Bank if needed
Work closely with the research assistant in Gaza in developing the virtual library
Type and duration of contractSpecial Services Agreement contract for one year with a possibility of extension.
