Position: Project Manager - Contract duration:10 months- Location: Al Bireh / Ramalah / Palestine- Starting Date:ASAP

I-Background on ACTED
ACTED (Agency for Technical Cooperation and Development) is a non-governmental organization with headquarters in Paris, founded in 1993. Independent, private and not-for-profit, ACTED respects a strict political and religious impartiality and operates according to principles of non-discrimination and transparency.

II-Country Profile
In the occupied Palestinian territory, ACTED is both committed to humanitarian assistance and long-term development. ACTED strives to strengthen the economic capacities of cooperatives in rural areas, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank. ACTED currently seeks a Programme Manager for its humanitarian projects in the West Bank.
III-Position Profile
Under the supervision of the Country Director.
Accomplish all the duties according to schedule and deadlines foreseen by the project and set by the Country Director
-Perform an efficient implementation of the emergency response project(s)
-Manage 4 local staff and the fulfillment of their various assessment, monitoring, and reporting responsibilities, as defined by the Programme Manager, in close coordination with the HR officer.
-Build and/or improve systems to supervise and manage the implementation, monitoring, learning and evaluation of programs;
-Ensure that the programme’s specifications meet SPHERE or other agreed standards agreed to by area specialists.
-Prepare the calls for tender and other related files for Logistics, in close coordination with the Logistics Officer.
-Ensure that programme documents are collected and meet ACTED and donor expectations, in close coordination with the FLAT (Finance, Logistics, Administration Team) Manager.
-Preparation of the agenda for the monthly meeting with partners’ organizations and weekly programme meeting.
-Manage the efficient information flow between partner staff, ACTED field staff, and the ACTED Information Management Assistant and AME (Appraisal, Monitor, Evaluation) Officer.
-Manage a regular budget follow up in close coordination with the ACTED Finance Officer.
-Fulfill ACTED representation duties such as attending meetings with donors or related cluster coordination meetings.
-Keep a close coordination with donors, implementing partners, local institutions, includingthe Ministry of Local Government and the Ministry of Agriculture.
-Facilitate the development and us of the monitoring and evaluation tools
-Complete the monthly management report with respect to deadlines set by the Country Director. Perform other duties once requested by his/her direct supervisor
-Ensure adherence to FLATS (Finance, Logistics, Administration, Transparency and Security Team – internal audit) and compliance procedures and guidelines
IV-Qualifications:
-Bachelor's degree in Civil Engineering, Architecture, Community Development, or related field
-4-5 years work experience with NGOs in the field
-1-2 years in a similar managerial position will be positively evaluated
-Good knowledge about international humanitarian principles
-Professional attitude, good social skills, and ability to work in a team
-Expert knowledge of technical specifications in construction
-Accurate, reliable, open-minded, and a positive attitude
-Good in time management, and ability to work under pressure
-Willingness to improve skills and knowledge
-Capable in planning and problem solving.
V-Conditions:
-Excellent communication and drafting skills
-Fluent in Arabic and English, spoken and written, including correct spelling, grammar and punctuation
-Outstanding IT skills, including expert knowledge of Microsoft Office and Google Docs
-Valid Driving license.
