The Palestinian Market Development Programme (PMDP)
is funded by UK Department for International Development
(DFID) and the European Union (EU) in-cooperation with the
Ministry of National Economy and implemented by DAI Europe.
PMDP is supporting the Office of the Deputy Prime Minister in
establishing a team responsible for supporting the implementation
priority economic reforms and projects in Palestine. The team
will focus on three core areas of work: (1) Defining and driving
effective delivery of priority economic policy and reform
measures; (2) Driving effective implementation of the Initiative
for the Palestinian Economy (“IPE”), intended to increase private
investment in Palestine; and (3) Supporting government wideefforts
to reconstruct, develop and reintegrate Gaza into the
Palestinian economy. The team will work with line ministries and
government agencies, domestic and international investors, and
other government partners, including donors.

Job Description
Organization: Office of the Deputy Prime Minister
1. Context
[FONT="]The Office of the Deputy Prime Minister is establishing a team responsible for supporting the implementation priority economic reforms and projects in Palestine. [/FONT]

2. Role Description
The Advisor’s responsibilities will include:
· Serving as the principal advisor to the Deputy Prime Minister and the focal point at the Office of the Deputy Prime Minister on private sector development, competitiveness and investment issues
· Working closely with relevant Ministries and Agencies, including the Ministry of National Economy, to develop a priority reform agenda to accelerate private sector development and investment in Palestine
o These areas may include cross cutting issues such as investment climate reform and investment promotion, as well as sector specific issues in the industrial and service sectors e.g. tourism, ICT.
· Working closely with relevant Ministries and Agencies to identify and plan for priority investment projects in the industrial and service sectors
· Supporting relevant Ministries and Agencies of the Government of Palestine to prioritize, plan and fast track implementation of priority reforms and projects
· Supporting Ministries and Agencies to proactively manage risks and remove barriers to implementation of target reforms, including escalating issues to relevant officials
· Liaising with international donors and partners, potential investors and project developers, as appropriate
· Providing regular briefings and advice to the Delivery Unit Director and the Deputy Prime Minister as required
· Any other duties assigned by Supervisor
3. Qualifications
Key competencies
· Proven understanding of private sector development, competitiveness and investment issues
· Proven problem solving and analytical skills
· Strong team work, relationship building and stakeholder management skills
· Strong verbal and written communication skills
· Strong quantitative skills
· A good understanding of public sector administration systems
· Strong work-ethic and an ability to learn and adjust quickly
· Good knowledge of Microsoft Office, including Word, Excel and Power point
Experience
· An excellent academic record, including a Bachelor’s degree (required) and an advanced degree in public policy, business administration, economics or law (desirable)
· A minimum of ten years professional experience (required)
· Experience of working on private sector development and competitiveness issues and/or specific sector expertise (e.g. in the industrial, ICT or tourism sector) (required)
· A good understanding of Government systems (preferred)
· Fluency in both Arabic and English (strongly preferred)
4. Terms of Engagement

· Minimum of 12 months commitment
