Joint Service Councils for Solid Waste Management In Khan Younis, Rafah, and Middle Area Governorates (JSC-KRM)
The Municipal Development and Lending Fund (MDLF) is a quasi-government organization with
technical, financial, and management experience in the field of Municipalities’ development, with particular experience in projects related to infrastructure, capacity building, employment generation, as well as data collection and reporting.
MDLF is implementing the Gaza Solid Waste Management Project in the middle and southern governorates of Gaza Strip, where number of positions are needed to fulfill the needs of the expanded Joint Service Council for Solid Waste Management who is the final owner and operator of the assets provided by MDLF through.
The Joint Service Council for Solid Waste Management in Khan Younis, Rafah and Middle Area Governorates (JSC-KRM) was originally established in 1995 to serve the Governorates of Middle (Deir El-Balah) and Khan Younis by being responsible for the secondary collection and disposal of municipal solid waste. The JSC has been expanded to cover Rafah Governorate under the Gaza Solid Waste Management Project implemented by the Municipal Development and Lending Fund (MDLF).
The Gaza Solid Waste Management Project is financed by the European Union, The French Agency for Development (AFD), Government of Sweden, and the World Bank.
MDLF is seeking to hire competent personnel to fill the following 4 positions:
The Municipal Development and Lending Fund (MDLF) is a quasi-government organization with

Operations Engineer (Full Time)
The operations engineer will evaluate, direct, control and develop all the events and activities that are carried out in the JSC-KRM Technical Operational Unit (TOU) to be fully effective to achieve the vision, mission and objectives of the GSWMP.
Main Responsibilities
Under the supervision of JSC Executive Director, the Operations Engineer is expected to perform the
following:
-Establish and develop operational system;
-Responsible for the management and supervision of JSC technical staff and assets including landfill and transfer stations’ infrastructure and machinery, collection vehicles and equipment;
-Supervise and assess the performance of JSC technical staff responsible for the daily solid
waste management operations;
-Develop and supervise the preparation of daily work schedules;
-Develop and supervise the preparation of annual plans and annual reports;
-Supervise the implementation of the JSC annual plan;
-Manage and supervise mechanical workshop(s);
-Develop and monitor vehicles’ maintenance and fuel consumption log;
-Advice and recommend preventive maintenance measures for vehicles’ and heavy machinery;
-Landfill and Transfer Station Management: including all aspects of daily operations; staff and
machinery;
-Responsible for the accurate and timely assessment of JSC operations needs in terms of equipment, spare parts, fuel, and all related operations’ items
-Prepare weekly, monthly, quarterly and yearly progress reports to be submitted to JSC Executive
Director.
-Follow up with contractors and suppliers and participate in tender preparations and documentations
-Actively participate in procurement processes;
-Actively contribute to the development of community programs and services, in addition to
providing timely and valuable input for fundraising plans;
-Actively contribute to the development of technical terms of reference for both good and services;
-Performing other duties as required by the executive director of JSC.
Required Qualifications:
-Bachelor’s degree in Mechanical Engineering or related field; Master’s degree is desirable;
-Experience of at least 5 years in the field of engineering management,
-Knowledge of solid waste management fundamentals and heavy machinery operations;
-Strong executive, consensus building and strategic planning skills,
-Experience in international procurement guidelines (World Bank / FIDIC) is highly viewed;
-Strong computer skills including MS office applications and computer aided design software;
-Experience in dealing with the public and private sectors,
-Fluency in English (written and spoken).
