Assignment Title: Strategic Planning Consultant

The Abraham Path initiative has received financing from the World Bank toward the cost of the Masar Ibrahim/Abraham Path: Economic Development Across Fragile Communities project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include strategic planning services for Masar Ibrahim al-Khalil (MIAK) and its partner organizations. Responsibilities will include: conducting participatory workshops and meetings and producing a memorandum of understanding, a five year strategic plan, and a fundraising strategy for MIAK and its partners.
The assignment is expected to span over a 3 month period, beginning January 15, 2015 and ending April 15, 2015, with an expected effort level of 20 days over the course of the contract.
The Abraham Path Initiative now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: General Qualifications, Adequacy for the Assignment, and Relevant Experience. Candidate requirements include fluency in English and Arabic, the ability to work closely with MIAK partners in the West Bank, and a university degree in a relevant field (organizational management, institutional development, etc.). Candidates should have ten years of experience in strategic planning or a related field; profound knowledge and hands-on experience in organizational dynamics, effective organizational structures, and institutional development in the NGO sector; demonstrated ability to analyze complex information and deliver impactful solutions; and strong written and verbal communication skills.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant method set out in the Consultant Guidelines.
