The overall debris management programme aims at facilitating safely return of the affected people to their homes in safety and dignity, as well as, protecting the environment. The programme includes sorting and destruction of construction debris from damaged houses, preparation of two environmentally safe crushing sites, transfer all sorted concrete rubbles to environmentally safe crushing sites, crushing of collected rubble and reuse it in roads rehablitation and building blocks for pedestrian sides. The programme also includes coordinating with UNMAS for conducting sites risk assessment and transporting any remenant of war and Un exploded Ordinance to disposal site.
UNDP/PAPP- Environment and Natural Capital unit is seeking a candidate to fill the position of Programme Manager, under the overall guidance of the Head of Gaza office and Environment and Natural Capital Team Leader and the direct supervision of the Programme Analyst of the environment and natural resources unit.
The Programme Manager prime responsibility is to manage day to day activities and produce the programme desired results as specified in the programme Annual Work Plans (AWPs) to the required standard of quality and within the specified constraints of time and cost. S/he cordinates with UNDP programme and operation teams in the Gaza , West Bank and Jerusalem, UN agencies, governmental agencies and civil society as required to ensure propoer progress and success of all programme activities.
As this position is related to environment and debris management activities with an expected duration of 24 month, the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the programme
Description of Responsibilities:
The Programme Manager is required to undertake the following tasks:
-Prepare Programme annual workplans and manage production of work packages and work products as necessary to produce the desired programme results
-Prepare programme technical specifications and tender documents for implementation of programme activities
-Monitor implementation as identified in the programme Monitoring and communication plans, and update the plan as required
-Supervise the work of site engineers and contractors
-Manage budgets including preparing any necessary budget revisions
-Prepare technical and financial progress reports (monthly, quarterly and annual reports)
-Organize annual programme annual review meetings
-Produce regular programme plans including related HR and procurement plans
-Coordinate work as necessary with UNDP operation department for provision of support services in finance, procurement, logistics, HR and general administrative services
-Provide technical input and provide advice in relation to management of construction debris as required by UNDP programme management team
-Prepare draft quarterly outreach document in coordination with communication unit
-Manage and monitor programme related risks including new risks that might emerged during implementation.
-Manage contracts with suppliers, vendors, contractors and other implementing partners
-Coordinate with the programme counterparts and prepare concept notes, workplans for the reuse of crushed materials
-Facilitate knowledge buildings in relation to Debris management
-Adhere to UNDP standard planning and reporting tools in Atlas (progress against planned activities, update risks and issues, expenditure, etc.)

-obtaining high quality of desired outputs will be achieved through successful implementation of the programme activities
-Maintaining accurate, quality and complete project documentation as well as timely reporting
-Success in advising on operational and delivery issues of the project that facilitate effective, timely decisions and actions.

Qualifications :
Education:
-Master degree in civil engineering, environment or related field

-minimum of 10 years relevant experience of which 5 years in managing debris management related activities

-Effluent in Arabic and English
