2-SERVICE

The services of a Agriculture Engineer to work on emergency program of Empowering Women Entrepreneurs to rehabilitate their household’s Livelihood after the Gaza Crisis. Women Empowerment Project which will be implemented in three governorates (middle, Gaza and North Governorates with particular focus on the most affected communities) of the Gaza Strip. The main goal of the project is to improve the socio-economic situation for affected households through rehabilitation of women businesses and providing them with most necessary skills and knowledge.

3-Duration:
2-5 months starting from December 25, 2014.

The Consultant/s responsibilities and duties are as follows:
-Works with the project team to publicize and introduce the project amongst the targeted local communities
-Contributes to the development of beneficiaries’ need and participate in conducting a technical needs assessment and mapping to identify and assess the actual needs of each female owned or run business/enterprise.
-She/he will be responsible for preparing and reviewing tender conditions, as well as supervising technical aspects of the implementation of works and performing day to day control.
-She/he will also be responsible to check for completeness, integrity and applicability of documents prior to startup of the work and during implementation. If any shortcomings or differences are noticed the agricultural engineer will notify the Project Manager in writing.
-She/he will act as a member of the bidding committee by attending opening bids sessions and assisting in conducting the bid analysis as well as obtaining feedback on the received technical and financial offers along with the contractors’ practical performance and experience.
-Conducts first check up on requests for payments with all required supporting documents submitted by vendors or by partners’ technical representatives prior to submission to the Project Manager.
-She/he will conduct all necessary inspection visits to the women production units’ farms, business, and households to ensure that materials delivered for the projects are in compliance with the contractual specifications.
-Establishes and maintains strong relationships with targeted local communities including beneficiaries, project’s local supporting committees and any other relevant bodies
-Collects data and information about the progress of the project’s inputs, outputs and indicators.
-Write field visit reports on the implementation of the activities that he/she is responsible for, and submitting them periodically to the Project Manager.
-Perform any other relevant tasks assigned by the Project Manager to assist the other team member in particular the business development expert whenever needed.

4-SKILLS AND QUALIFICATIONS REQUIRED:
-Minimum bachelor degree in agriculture, production or undergraduate degree in appropriate field.
-Three years in the implementation of agricultural projects and preferable experience in small scale enterprises /farms at household level in particular with women.
-Work experience with non-governmental sector, marginalized communities and relevant organizations.
-Good command written and spoken English and Arabic.
-Computer literate and familiar with MS Word, Excel, Power Point and Access.
-Good presentation skills and ability to facilitate group meetings particularly women.
-Excellent communications skills with women.
-Training and coaching skills including project management.
