Job Opportunity
The General Directorate of Property Tax (GDPT) of Ministry of Finance, Palestine has been promoting the better public
services through improvement of property tax system. To help improve the property tax system, Japan International
Cooperation Agency (JICA) launched the Project for Improvement of Local Finance System in Palestine (J-PVP)
in March 2013. In this project, formulation, introduction and operationalization of the new property tax valuation
standards are sought for in order to improve the financial situation of the local government units.
Job Descriptions and Required Qualifications
(Job Title : Valuation Standards’ Facilitator (1 person
Job Descriptions
Assist international consultants in data collection and trials of valuation standards in pilot areas.
Facilitate the understanding of valuation standards between international consultants and local staff especially
in the technical aspects such as field survey techniques, measuring and scoring, and the handling and
processing of valuation indicators.
Promote and ensure the acceptance of valuation standards by the local governments and other stakeholders.
Facilitate the smooth application, adaptation and operationalization of the valuation standards into executive
agency with promoting changes according to needs.
Required Qualifications
More than three (3) years of experience in Palestine in the field work for practical research, survey and planning
with international environment.
Bachelor degree or above, preferably in engineering field such as civil engineering, architectural engineering,
etc.
Ability to think out the issues at hand and communicate clearly with others, take initiatives, lead and motivate
people and build consensus for the change promotion and management.
Abilities to set priorities, effectively manage time, and work under pressure.
Computer skills, including Microsoft Word, Excel, and Power Point.
Good command of English and Arabic (for speaking, writing and reporting).
Valid driving license.
Work locations: The expert is requested to commute to the project office in GDPT in Al-Bireh everyday (from Sunday
to Thursday) and frequent visits to the fields mainly to the Municipalities within Ramallah and Jerusalem Governorates
are required.
Employment duration: Initially three-month trial period, with the prospects to renew contracts until the end of the
project period (September 2016).
