United Nations Children’s Fund (UNICEF) is willing to fill the following vacancy post:

Title WASH Officer, Desalination Plant Project, Gaza
Level NO-A Temporary Appointment
Duration 12 months

Purpose of the Post

The European Union (EU) has entered into a Contribution Agreement with UNICEF to facilitate the implementation of the 1st Phase of the project referred to as the Short Term Low Volume (STLV) Sea Water Desalination Plant. It is a very important and high profiled project and is currently under construction. The 2nd Phase of the project is being developed to secure funding.
The project is being progressed in close corporation with the stake holder partners, the Coastal Municipal Water Utility (CMWU) and the Palestine Water Authority (PWA). Three contracting firms based in Gaza, are currently involved in the implementation of three of the four contract packages envisaged under the phase 1 project. A joint venture contracting firm between a Gaza based company and a specialized international company has been selected for the other crucial contract
package.
The WASH Officer post is to effectively coordinate and monitor activities between the various parties involved with implementation activities including the stakeholders and to provide technical assistance that will contribute to the timely completion of the project.
Key Tasks and Responsibilities of the Assignment
ACCOUNTABILITIES AND KEY END-RESULTS
The exact tasks and responsibilities will depend on further development of the scope and progress of the project, and will include but not limited to the following:
1-Develop a strong cordial relationship with all stakeholder partners, Project Consultants, as well as all relevant national/sub-national authorities, national and international organisations and maintain regular dialogue with all relevant parties.
2-Communicate with local authority counterparts on project details, seek all necessary and related information, assist and recommend courses of actions to supervisor.
3-Collect information from records and reports and prepares periodic and ad hoc reports on programme and project activities. Assist in the collection and analysis of data relevant to Water and Sanitation situation in Gaza Strip and assist with site inspection and condition surveys of existing WASH installations, including public water supply, wastewater and solid waste facilities.
4-Collect and assemble data and background relating to relevant programmes/projects and provides updated information on programme/project financial and administrative status for analysis and report purposes. Analyses programme/project status, and recommends appropriate adjustments.
5-Organize data and information, prepare and maintains records, documents and control plans for the monitoring of project/programme implementation. Informs the Supervisor, Chief of WASH Section and Gaza Zonal Officer without delay about possible constrains in the implementation of the projects and proposes action to be taken.
6-Review designs, drawings and all project related documents submitted by Consultants, comment and assist in correcting, amending or revising all such documents.
7-Carry out construction supervision, verifications and assist in contract management activities,
8-Monitor the flow of supply and non-supply assistance to the local authorities. Draft supply and financial documentation. Collects and records information on supply/non-supply inventory, distribution and utilization.
9-Verify and certify elements of the contractors’ claim submission and request WASH section for processing the payments.
10-Make arrangements for visits to project sites for the government and other partners, and provide information and briefing on project activities and status.
11-Undertake on-going field visits to project sites for orientation to project activities and local conditions.
12-Prepare routine reports on results of visits and the project’s progress.
13-Draft sections of donor, annual and other reports as required by the supervisor.
14-Contribute to the preparation of reports, project documents and submissions to governments by providing information, preparing tables and drafting relatively routine sections. Prepares background information for use in discussions with governments and other organizations. Participates in the briefing and debriefing of project personnel. Assist in the identification, diagnosis, planning, design, financing (proposal formulation) and preparation of projects and studies commissioned by UNICEF. Participates in the preparation of necessary technical specifications and tenders during the implementation of the projects, in coordination with different partners.
15-Participates in the preparation of necessary agreements of the works and services contracts on request of the supervisor
16-Scrutinizes plans of operations, exchanges of letters and takes appropriate follow-up action. Assists in the administrative process of government requests for assistance. Checks invoices presented by PWA, CMWU and others partners and forward them to the Supervisor.
17-Carry out specific administrative operational/control tasks for project/programme activities and perform other duties, as required.
18-Represent the WASH Supervisor and WASH Section at meetings and undertake any other activities as requested by the Supervisor, with respect to all project and WASH activities.
Additional note on Reporting lines:
UNICEF retains responsibility to ensure that the obligations of the contribution agreement are fulfilled to the satisfaction of the EU. Therefore the Gaza WASH Officer shall report to the WASH Specialist/ Project Manager for the EU project, together with the Chief of WASH and Chief of UNICEF field office, Gaza for administrative purposes.
The role of the Gaza WASH Officer (Desalination Plant Project) is predominantly the role of a field coordinator and facilitator of the flow of information between stakeholder partners, Consultants and all other relevant parties. The success of the desalination plant project will be dependent on the level of interaction, cordial and effective relationships the WASH Officer is able to develop with the various parties in order to deliver the project efficiently.
Selection Criteria
Education
University degree (minimum preference at Master’s Degree level in one of the disciplines relevant to the following areas:
Public Health, Civil Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, or a field relevant to international WASH related development assistance. Additional training in Health Education or Communication for Development (Programme Communication) is an asset. Note that work experience may substitute for higher degree qualification.

-A minimum of 8 years’ experience in the design and construction of water treatment/water distribution systems
-A minimum of 3 years of project site experience and contract coordination.

iii) Technical Knowledge
a)Common Technical Requirements
-Knowledge of water treatment plant design and operations
-Knowledge of Water distribution and sewerage network designs
-Knowledge of buildings and structural design
-Knowledge of Environmental Impact assessments and mitigation measures
-Knowledge of hydrogeological conditions and chemical conditions
-Supervision and monitoring of building and construction activities
b) Function-Specific (Technical) Requirements
-Proficiency with computers including MS Word, Access, Excel and Powerpoint, MS Project
-Knowledge of WASH sector as a whole and its priority issues;
-Particular knowledge of the groundwater and water quality aspects in the region.
-Ensure efficient and effective collaboration and coordination between consultants, contractors, local authorities and other partners
Languages Fluency in English and local working language of the duty station.
