Job Purpose Summary

Under the supervision of the Protection and Advocacy Advisor (PAA), the Advocacy and Information Coordinator will support the work of the Protection and Advocacy Department. It will be implement NRCs advocacy strategy to prevent displacement, forced transfer and confiscation of humanitarian aid in Area C of the West Bank. In that capacity the Coordinator will support NRCs advocacy work within the ECHO consortium on demolitions and seizures. The Coordinator will support the development of policy analysis, outputs and recommendations regarding displacement in Area C and the protection of Palestinians under international humanitarian/human rights law. The Coordinator will prepare and regularly update analysis, updates, key messages, talking points and briefing materials. The Coordinator will be the focal point for developing and implementing protection mainstreaming in NRCs programming and in maintaining an advocacy calendar.

Key Responsibilities

General support to the Advocacy Department: (60%)
Support the PAA in advancing the Departments overall protection and advocacy activities and strategy aimed at promoting international humanitarian law and human rights law (IHL/IHRL) particularly regarding housing, land and property rights in the occupied Palestinian territory (oPt);
Support the PAA in organizing diplomatic and other policy and background briefings and meetings, and be the focal point for preparation of materials thereof;
Ensure that the Departments advocacy materials such as talking points and key messages are consistently updated and are of a high quality;
Edit and review all NRC materials to check consistency with policy, NRC messaging, IHL/IHRL and other protection frameworks;
Prepare high-quality reports, briefings, letters, and other materials for internal and external use;
Represent where needed, NRC at humanitarian advocacy and policy forums and deputize for the NRC PAA when necessary
Act as focal point for the development, implementation and monitoring of an advocacy calendar the keeps the Department updated on key local and international dates, events and timetables for relevant advocacy work.
Support the development and implementation of protection mainstreaming within NRC programming.
Support and organize where needed, training and coordination of advocacy and protection initiatives and capacity building for NRC partners;
Work with program managers and program staff where needed, to develop policy analysis for policy and practice changes within the programmes;
Update and analyze program information and statistics to support advocacy and media outreach and research policy and political developments in Palestine as they relate to NRC programs and priorities;
Act as Department focal point for the development and implementation of protection mainstreaming within NRC programming.
Support ad-hoc information requests
Provide administrative support where necessary and carry out other tasks as required.

Support for NRC Advocacy Regarding Preventing Displacement in Area C: (40%)
Support the Department in implementing NRCs advocacy strategy on displacement and confiscation of humanitarian aid in Area C of the West Bank.
Support NRCs advocacy work within the ECHO consortium on demolitions and seizures.
Support the development and implementation of an EU advocacy and action plan regarding demolitions and destruction humanitarian assistance in Area C.
Support the development of policy analysis, outputs and recommendations regarding displacement in Area C aimed at advancing the application of IHL/IHRL in the oPt.

Qualifications and Competences

Academic and Professional Qualifications
Master degree in Social Sciences or related field.

Relevant Experience
Minimum of five years of relevant work experience in advocacy and/or policy analysis roles related to the oPt. This experience should include:
o A minimum of three years of professional experience in Area C, East Jerusalem and/or the Gaza Strip;
o A minimum three years relevant work experience in conducting advocacy within a rights-based framework using international humanitarian law/human rights law.


Knowledge, Skills & Personal Attributes
Flawless written and spoken English and the ability to produce high-quality documents, materials and other communications in English;
Proven experience in producing high quality talking points and key messages;
Ability to understand and strategically use information and research skills;
Proven ability in developing and implementing advocacy strategies;
Ability to facilitate meetings and trainings;
Ability to work under pressure and meet tight deadlines;
Able to work in a team environment and demonstrate commitment, respect for others, and trustworthiness;
Good self-management and communication;
Good cultural awareness and sensitivity;
Travel to EU capitals where required.
Proven commitment to advancing IHL and human rights in the occupied Palestinian territories.
Computer literacy in using Microsoft Office; Excel and email/internet.

Desired qualifications:
Prior experience working with a national or international NGO;
Legal background, including knowledge of legal developments and trends in Palestine, occupation law and Israeli law on Housing, Land and Property Issues;
Field experience in Area C, East Jerusalem and/or the Gaza Strip;
Written and spoken Arabic or Hebrew;
Ability to all areas of Palestine and Israel.

NRC internal Area C advocacy strategies are updated and implemented;
