Background:
The United Nations Volunteers (UNV) Programme jointly with the Programme of Assistance to the Palestinian People, United Nations Development Programme (UNDP-PAPP) are seeking experienced national UN Volunteer Specialist “ Programme Coordinator”- for duration of 12 months, renewable based in Gaza.
This post is a United Nations Volunteers assignment and based on the values of free will, commitment, engagement and solidarity, which are the foundations of volunteerism. Volunteering brings benefit to the individual volunteer. It makes important contributions, economically, as well as socially. It contributes to creating social cohesion and capital, through helping to build trust and reciprocity among citizens.
The UNV Programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV volunteers contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UN volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UNV volunteers even more rewarding and productive.
Description of Responsibilities:
Within the terms of the organization’s delegated authority, and under the direct supervision of the Global Fund Programme Management Adviser, the UN Volunteer Programme Coordinator will be responsible for the daily coordination and monitoring of the implementation of the Global Fund supported activities in Gaza. Besides the coordination and monitoring functions, the UN Volunteer will provide technical support to all implementing partners in Gaza. The UN Volunteer will undertake the following tasks:
Coordination
- Together with the Sub-Recipients, incl. the Ministry of Health (MoH), coordinate and ensure timely execution of the Global Fund supported programmes in Gaza, including the timely financial and programmatic reporting on activities implemented by the PR and SRs in Gaza.
Technical Assistance
- Provide technical assistance, when required, to the sub-recipients and implementing partners including the Ministry of Health and the National AIDS Commission
- Review the planned actions of the individual Sub-Recipients involved in the implementation of the grants to ensure delivery and compliance with national strategies
- When required, substantially contribute to the development/strengthening of national strategic and technical plans
- Assess the technical assistance needs in Gaza to ensure timely delivery of programme targets
Monitoring and Evaluation (programmatic) : in close collaboration with the Monitoring and Evaluation Coordinator
- Finalize and implement a monitoring and evaluation action plan for Gaza, in line with the grant M&E plans approved by the Global Fund
- Follow up on performance indicators, targets and milestones for Gaza as per the approved performance frameworks, in a timely and quality manner.
Financial monitoring : in close collaboration with the Finance and Administration Officer
- Follow-up on Gaza-related financial expenditures, disbursements, budgets and work plans, and ensure compliance with agreed budgets and targets.
- Advise the Programme Management Adviser on future disbursements to Sub-Recipients or of any issue which will imply financial reprogramming or adjustments in Gaza
Procurement and management supply : in close collaboration with the Procurement and Supply Chain Management Officer
- Follow and support the procurement of TB and HIV drugs, test-kits and other supplies, especially related to Gaza, in accordance with the UNDP rules and procedures
- Monitor stock levels of pharmaceutical products for both grants, as well as assets procured through grant funds, and report any issue (such as stock outs) to the UNDP management.
- In collaboration with the Finance and Administration Officer, ensure timely payments, including to consultants, particularly in Gaza
Reporting
- Assist in the preparation and review of SRs’ quarterly financial and programmatic reports, and in the consolidation of six-monthly reports to the Global Fund
- Prepare updates or briefings with regard to implementation of the Global Fund grants in Gaza
Partnership building
- Facilitate partnerships with a wide variety of governmental, non-governmental, multilateral and private sector organizations in Gaza to strengthen programme achievements
- Contribute to the overall resource mobilization strategy by analysing information on potential donors, identify opportunities for cost sharing, and support grant proposal formulation, submission, approval and implementation
- When required, support the work of technical committees in Gaza, and provide advice on Global Fund procedures to these committees.
Knowledge sharing
- Provide regular synthesis of lessons learnt and best practices with regard to the implementation of the Global Fund grants in Gaza
Furthermore, UN Volunteers are encouraged to:
- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
- Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/Expected Outputs:
- Timely and qualified delivery of the services to the Global Fund supported activities as per the approved targets, budgets and implementation plans. This will impact on the overall UNDP/PAPP efficiency in programme and success in implementation of programme strategies.
- Accurate analysis and presentation of information enhances UNDP position as a strong development partner. The information provided facilitates decision making of the management.
- A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Profile Requirements:
The UN Volunteer must be a dynamic, multi-functional person, who wants to contribute to development in the oPt through promotion of volunteerism. The following qualifications are required:
Qualifications, skills, experience:
• A Bachelor’s Degree in Public Health/Health Sciences, Sociology, Management or any related field; a Master’s degree will be considered as a strong asset
• Minimum 2-4 years of progressively responsible programme management experience, preferably related to the health sector.
• Previous experience with an international organizations, especially donor organizations, is an asset
• Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spread-sheet and database packages, experience in handling of web based management systems
• Experience in community development activities is an asset
• Familiarity with UN and governmental activities and procedures (including UNDP ATLAS)
• Ability to work with minimum supervision and under pressure in a decentralized environment
• Excellent communication and interpersonal skills
• Ability to work in a team environment with management skills
• Excellent command of the English language with strong writing and communication skills, and full computer literacy.
Living Conditions:
As this is a national UN Volunteer assignment, the incumbent will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
Conditions of Service:
An initial 12-month contract, with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectancy of renewal of the assignment.
A Settling-In-Grant will be provided in the event relocation is required. A Volunteer Living Allowance (VLA) of US$ 740 is provided monthly to cover housing, utilities, and normal cost-of-living expenses. Life, health and permanent disability insurances are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.
