Global Communities (formerly CHF) is implementing a five-year, Local Government and Infrastructure (LGI) program in the West Bank with funding from the United States Agency for International Development (USAID). The overall goal of the Local Government and Infrastructure Program (LGI) is to promote an enabling environment for good local governance and provide the basic infrastructure necessary for sustainable improvements in the quality of life for Palestinians in the West Bank. To support the implementation of this program, Global Communities is seeking a qualified candidate to assume the following position:
Safety Engineer - Location: Nablus, West Bank
Duration of the Contract: 12 months
The position will be based at the Global Communities Nablus Office, working primarily on the Indoor Sports Hall Project in Nablus and other projects Global Communities might implement in the North of the West Bank. The incumbent will be mainly responsible for the following:
Prepare and develop/update safety and risk management plans for sites and for construction activities.
Approve detailed safety plans relevant to the construction activities.
Inspect the site’s construction safety and occupational health standards in a timely manner and in compliance with OSHA standards or others related.
Inspect the construction activities from the safety viewpoint and follow on the Safety Checklists.
Monitor site activities and its surroundings from the safety point of view.
Issue Notice of Unsafe Conditions efficiently and propose corrective measures.
Conduct site visits daily and ensure the compliance of site safety matters.
Ensure safe work place and safety compliance with all rules and regulations continuously.
Conduct periodic safety checks on tool boxes and safety training to staff and laborers at site.
Inspect the personal protective equipment (PPE) and ensure commitment for PPE utilization for the contractor’s team, GC staff, and any visitors to the site.
Document all safety reports and checklist with supportive photos and records.
Monitor and support the Project Safety Engineers assigned by the contractor on all safety technical and logistical issues. As well as monitor the safety standards and the safety plans to ensure the contractor’s compliance.
Approve the safety standards of the contractor’s work. In addition, the Safety Engineer is required to follow the Global Communities systems and procedures, ensuring completion of forms and necessary submittals as required in a timely manner.
Approve the safety for the Implementation Plans for each project activity ensuring the contactor’s full adherence, making necessary adjustments to the work methodology, particularly if a critical risk is expected
Key qualifications:
Bachelor’s degree in Civil Engineering, Building Engineering, Industrial Engineering with a minimum of five years of experience, 3 out of the five years working on site safety for buildings and/or other infrastructure projects;
Prior experience working with USAID or other International donor-funded infrastructure projects, preferred;
Reports writing skills in English and Arabic preferred;
Demonstrated ability to comply with OSHA standards and other related across the project life cycle;
Computer skills in MS office, AutoCAD, MS Project;
Specialized technical expertise in safety control and monitoring at building construction at site;
Ability to work under pressure and willingness to work in various localities in region assigned;
Registered with the Engineers Association and has a valid driving license.
