Urban and Local Government Analyst - Consultant
Job Title: Urban and Local Government Management Analyst
Dates: November 1, 2014 – August 31, 2015.
Days: Consultant will be paid a daily fee, maximum of 150 days, position is based in the World
Bank office in Jerusalem.
Objectives and Scope of Work
1 . The objectives of the proposed assignment for the Analyst is to provide technical, research, and
program management support to the World Bank WBG urban, social, and rural service delivery and
infrastructure development Team, in the capacity of a short term consultant, on issues of urban/rural
planning and management systems, urban/rural infrastructure development, sub-national finance, and
land/housing management.
2 . Specifically, the responsibilities of the consultant will include, but not be limited to, the following.
• Support the preparation, supervision, and monitoring of the urban and local government
portfolio (see: Current Portfolio section) with technical and program management
assistance such as assisting in recruiting consultants, coordinating consultancies and
coordinating with government counterparts, oversight of and contribution to the work
in progress, researching and analyzing background work, and contributing technical
input to program documents (e.g. aide memoirs, trust fund applications, concept notes,
implementation status reports).
• Provide necessary inputs for the Bank’s internal and external knowledge sharing and
portfolio reporting documents, such as the country portfolio briefs, lessons learned to
be shared with other regions under the Bank’s Global Practices, donor coordination
matrices, and presentations as per requirements of specific mission activities.
Consultant Requirements
3 . The successful candidate will have the following qualifications, experience, skills and personal
attributes.
• Master’s degree with 3 years relevant work experience (or BA degree with 5 years relevant
work Experience) in public policy, public administration, urban development, international
development or an equivalent professional discipline,
• Excellent written and verbal communication in English and Arabic.
• Past or current experience working with international development agencies is a plus.
