Deputy WASH Programme Manager
1-BACKGROUND
THE NRC PROGRAMME
NRC has been working in Gaza in the areas of Shelter, Education and Legal Assistance since 2009. NRC has recently expanded its activities to include Water, Sanitation and Hygiene (WASH). Following Operation Protective Edge, which saw wide-scale destruction of Gaza’s already vulnerable water and sanitation systems, NRC is increasing its activities in this crucial sector.
In line with core issues and needs identified in the WASH sector, NRC will work on two main project outcomes:
-Outcome #1: Target population in communities and neighbourhoods affected by the war have access to basic water and sanitation services .
-Outcome #2: Through water governance and capacity building activities, water providers (public utilities and the private sector) have improved ability to deliver water to vulnerable communities throughout the Gaza Strip.
For its WASH program, and in accordance with staffing rules and regulations, NRC will in a first phase recruit a seed team, whereby the person more related to the technical side of the program (Outcome #1) will fill the position of Program Coordinator and a second person more related to the water governance side (Outcome #2) will fill the position of Deputy Program Manager.
Outcome #2 is currently composed of three components:
1-Facilitation of Cross Sector Partnerships in projects bridging public sector, private sector, academia/ research and humanitarian community. This can be achieved e.g. by acting as a technical secretariat and encompass key water and sanitation issues such as the most efficient production and distribution of potable water or the the-use of waste water for agriculture.
2-Capacity building support to water authorities for regulation of the private sector for production and distribution of desalinated water. In this component, NRC is intending to launch an assessment for measuring capacity of this sector and bottlenecks resulting form the Gaza war and proposed support measures in the very near future
3-Developing Urban Neighbourhood Water Safety Plans
2-ROLE, TASKS AND RESPONSIBILITIES
JOB PURPOSE
The Deputy WASH Programme Manager (DPM) will contribute to the achievement of NRC’s objectives in Palestine and be co-responsible for the overall planning and implementation of the WASH programme.
While the duties of the WASH Deputy Program Manager will be more closely related to above described Outcome #2, she/he should have technical as well as strong management skills and be able to oversee implementation of all projects including both objectives #1 and #2. Noting that a DPM is expected to be able to work on proposals and with donors.
REPORTING TO
The Deputy Programme Manager will report to the WASH Program Coordinator and the NRC Area Manager for Gaza.
TASKS AND RESPONSIBILITIES
This job description is an appendix to the contract and the employer can at any time make changes after discussions with the Area Manager and the Programme Coordinator.
Fundraising
-In cooperation with the Program Coordinator and the Area Manager, secure sufficient funding for the WASH programme, and ensure close cooperation with donor agencies.
-Prepare applications and budgets to relevant donors in accordance with deadlines and guidelines given by Area Manager and the applicable donor.
Administrative
-Under the supervision of the Area Manager (AM) and the WASH Program Coordinator (PC), overall budget and professional responsibility for the WASH programme
-Under the supervision of the Area Manager and the Program Coordinator, oversee planning and implementation of the WASH programme in accordance with agreements with donors and implementing partners.
-Ensure that activities are in line with budget lines and limitations.
-Monitor, evaluate and suggest changes and improvements in programme and materials based on observations and discussions with the wash staff.
Information/ Reporting
-In accordance to set timelines, prepare reports for AM, NRC Oslo, donor, implementing partners, etc.
-Provide the HQ Wash Adviser and Desk Officer relevant documents and channel issues and questions to the Adviser
-Provide the NRC Palestine Protection and Advocacy Adviser (PAA) with relevant documents and background information
-Communicate, exchange information and co-operate with relevant external actors
-Contribute to the development of NRC’s strategy, action plan and activities plan and priorities for the WASH programme
Personnel
-Personnel responsibility for programme staff. Coordination/information sharing responsibility for WASH staff.
-Assess needs for further capacity building among wash programme staff
-Coordinate guide and delegate tasks to support units (i.e. logistics, security, finance, transport and administration / personnel).
-Recruit additional wash programme staff when needed
Programme
-Under the supervision of the Area Manager and the Program Coordinator, responsible for overall objectives outlined in project documents
-Under the supervision of the Area Manager and the Program Coordinator, development of all components of the WASH programme, including training and monitoring
-Liaise closely with the NRC PAA regarding advocacy/protection work on key WASH issues
-Participate and assist the WASH Program Coordinator and the AM in relevant meetings with the UN, authorities, and other actors both centrally and in all provinces of activity
-Represent NRC/WASH in networks in consultation with the PC and the AM
Achievement Indicators
-Professional programme management and implementation according to mandate and objectives
-Plans, procedures and timelines for the WASH programme exist in writing
-Responses to dilemmas and problems have been found in cooperation with partners
-Recruitment, training and support of local wash staff
-Proposals for future funding of the activities have been developed
-Reports have been produced at regular intervals, and spending is in accordance with the approved budget.
-The WASH programme is well known and respected by relevant stakeholders
3-PROFILE OF PERSON
-Post-graduate degree preferably in Wash or related field with experience in international humanitarian or development interventions and programming.
-Minimum of 5 years experience of working in humanitarian and/or development interventions
-Strong and proven record of fundraising
-Experience in project and programme management
-Experience of working on Wash issues in a conflict or post-conflict area.
-Proven communication, interpersonal, representation, negotiation and leadership skills
-Flexibility and resourcefulness
-Fluency in the English language.
-Proven skills and experience in report writing
-Ability to work under pressure, independently and with limited supervision.
-Strong organizational and logistic skills
4-ADDITIONAL INFORMATION
Duty station will be Gaza. This is a non-family posting. Programme follow up will require frequent travelling in the operational area. Travel is dependent on changing security conditions.
