CRS is seeking highly qualified candidates for the following position:

Position Title: Shelter Assistant Project Officer
Location: Gaza
Reports To: Shelter Project Officer

JOB SUMMARY:
The Shelter Assistant Project Officer (APO) will support CRS/Gaza’s efforts to provide safe, durable and adequate transitional housing solutions to Gaza’s displaced population. The position will involve the technical oversight of shelter construction, as well as beneficiary selection, coordination with local partners, and monitoring and evaluation.

PRIMARY RESPONSIBILITIES:
Project Management
1-Support activities related to the shelter project, including procurement, community mobilization and beneficiary selection.
2-Provide technical oversight to construction efforts.
3-Utilize effective monitoring and evaluation tools to measure project outputs and impact.
4-Maintain adequate administration and filing systems.
Program Quality, Learning and Innovation
1-Ensure adherence to CRS Program Quality standards.
2-Actively identify opportunities for innovation and project adaptation to improve impact.
3-Take part in regular team, program and staff meetings.

Administration and Compliance:
1-Ensure compliance with CRS policies and procedures, including those of administration, procurement and finance.
2-Ensure compliance with donor specific regulations.

Representation and Partnership
1-Collaborate with local partners regarding project implementation.
2-Represent the project in relevant meetings, when necessary.
3-Help facilitate visits by donor representatives and CRS staff.

KEY WORKING RELATIONSHIPS:

Internal:
Shelter Project Officer, Program Manager, Gaza Field Manager, Shelter TA, Head of Programming, M&E Officer, and other CRS staff.

External:
Local and international organizations in Gaza, community leaders, and other local actors.

Performance Management:
Prepare performance plans with direct reports and contribute to their learning and development throughout the year. Enable direct reports to continue their professional development while learning on the job and contributing to Agency objectives.

QUALIFICATIONS:

Education:
University degree preferred

Technical/Professional
-Minimum of three years’ work experience in emergency programs, recovery and rehabilitation or related fields;
-Academic degree or professional experience in civil engineering.
-Demonstrated experience in community mobilization, organization and mediation among local actors;
-Excellent writing and communication skills in both English and Arabic;
-Strong cross-cultural skills and experience working with people from different ethnic and cultural backgrounds;
-Demonstrated capacities to establish and maintain strong, collaborative working relationships with donors, local organizations, communities and other stakeholders;
-Proven ability to multi-task and meet deadlines;
-Proven ability to develop proposals and write reports meeting donor requirements;
-Must be able to work independently and represent CRS;
-Proficiency in computer applications (MS Word, Excel).

Physical Requirements/Environment
-Able to be based in Gaza office;
-Able to work in a normal office environment with daily travel to the field and visiting partners.
