Background:
Since the imposition of the blockade on Gaza in 2006, the infrastructure support operations and projects of the UN agencies and partners in Gaza have been dormant or suspended due to access restrictions and, therefore, no meaningful construction activities were possible. The need for infrastructure projects increased considerably further to the Cast Lead (in 2008/09) and other military operations (in 2012 and 2014), which resulted in large scale destruction of socio-economic, public and private infrastructure. The result is a protracted humanitarian and early recovery crisis.
Upon the Israeli cabinet decision to ease the blockade on the Gaza Strip and permit the construction materials to enter the Gaza Strip for the international organizations’ projects and to be controlled by these organizations, UNDP was prepared to address considerable access coordination challenges and has rented a storage facility at Karni Industrial Area in Gaza to be used for the construction materials of its construction projects in the Gaza Strip before sending these materials to the Project site.
UNDP/PAPP- is seeking a candidate to fill the position of Materials Monitor and Inspector under the overall guidance of the DSR (O) and the direct supervision of the Manager of Access Coordination. As this position which is based at UNDP Gaza Office is related to Access Coordination and Monitoring Project in the occupied Palestinian territory with an expected duration of Project Duration in one year, the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the project.
Description of Responsibilities:
Under the overall guidance of the Deputy Special Representative (O) and the direct supervision of the Manager, Access Coordination, the incumbent will undertake the following:
Provide support to the Access Coordination Manager at the Palestinian Commercial Crossing Points
Double check the supporting documents of all shipment, verify that the loaded materials on the trucks are matching the materials to enter the crossing points and.
Escort the construction materials entering the Gaza Strip from their arrival to final destinations at factories, warehouses or project sites
Communicate with the access coordination team on materials’ shipments entering the Gaza Strip for the use of UNDP implemented projects upon instructions.
Contact the Security Guards Supervisors and the Storage Manager on the materials to be transferred from the crossing point to the storage facilities.
Coordinate with Storage Manager on the materials’ checking, handling progress, and its transport to the project sites.
Carry out field visits to factories, plants and projects sites to verify materials existence and compliance in the Gaza Strip.
Prepare related end use of materials reports.
Assist in the selection, approving and continuously monitoring the factories recommended by the engineers.
Responsible for the full n control and monitoring of all materials at project sites and plants to ensure the immediate use of materials and/or check remaining, making sure of the proper final use.
Assist in the double car escorting system when moving from warehouse to final destination, instead of one.
Pay continuous random and unplanned visit to factories, contractors’ warehouses. This will be on frequent basis.
Respond to any alerts or calls that come from factories or sites for any kind of materials abuse
Perform other related duties as required.

Valid driving license will be an asset.
Language Requirements:
Fluency in both of the English and Arabic languages; both spoken and written.
