Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
UN Women has played an innovative and catalytic role in the occupied Palestinian territory (oPt) since its inception in 1997. UN Women oPt focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the oPt context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.
UN Women, as part of its approach and methodology within the unique political and social context and situation of the occupied Palestinian territory (oPt) and in order to advance the recognition and enjoyment of women's rights, developed and implemented a programme aimed at creating and institutionalizing systems, policies, procedures and mechanisms related to the protection and empowerment of women victims of violence, as well as to women’s access to equitable justice. Building on that programme and through the UN Women/UNDP programme "Strengthening the Rule of Law in the oPt: Justice and Security for the Palestinian People" (2014-2014)”, UN Women is currently supporting the process of institutionalization and capacity development of the justice and security sectors in the oPt. Within this framework, the Women’s Human Rights Programme (WHRP) would like to recruit a highly-qualified Project Coordinator for the Security and Justice Sectors, based in Gaza.
Under the overall supervision of the Joint Programme Manager and the direct supervision of the UN Women Project Manager and UN Women Programme Officer in Gaza, the Project Coordinator will support implementation of the UN Women joint programme with UNDP "Strengthening the Rule of Law in the oPt: Justice and Security for the Palestinian People".

Description of Responsibilities:
The Project Coordinator for the Security and Justice Sectors based in Gaza will undertake the following tasks, duties and responsibilities:
-Design activities in line with the approved plans for security and justice sectors;
-Prepare a detailed work plan to implement proposed activities in Gaza in coordination with the Joint Programme team; liaise and coordinate activities with the Women’s Security Sector Analyst and the Women’s Access to Justice Analyst based in Ramallah, as well as UN Women Programme staff in Gaza.
-Report on a regular basis to the UN Women Gaza Programme Officer, UN Women Project Manager and the Joint Programme Manager;
-Regularly review planned activities, and make necessary modifications/ratifications when needed in response to any emerging circumstances;
-Develop the capacity of partners to manage projects and liaise with donors to ensure the sustainability of these activities, through training and mentoring initiatives;
-Monitor and compile related information regarding all projects involving the security and justice sectors in Gaza;
-Ensure timely implementation of all project activities and monitor the proper use of funds according to signed agreements and work plans;
-Monitor the work of partner organizations and consultants contracted under the Joint Programme by conducting regular meetings, field visits and workshops to ensure open channels of communication and cooperation, as well as timely submission of quality progress reports and agreed deliverables.
-Contribute to the development of technical documents for projects, including those needed to initiate and generate momentum such as project proposals, and clear action plans for each project activity; prepare terms of reference, memoranda of understanding, project cooperation agreements, and letters of agreement with government and non-governmental partners;
-Provide technical support to security and justice sector partners;
-Initiate coordination with the other main institutions in the security and justice sectors (Ministries of Interior, Justice, Women’s Affairs and Social Affairs) and relevant civil society organizations.
-Contribute to annual workplanning and budgeting processes of the Joint Programme and the UN Women Office. Regularly brief the UN Women Special Representative, supported by the Programme Coordinator, as well as other UN Women project staff in order to ensure coordination, linkages and synergies between all areas of work carried out by UN Women’s Palestine office.
-Provide evidence based advocacy inputs to inform UN Women’s advocacy efforts, as well as its communications and partnership strategies in the justice and security sectors.
-Support building partnerships at the local level in Gaza, and in collaboration with the Programme Officer in Gaza, coordinate with the relevant stakeholders as deemed necessary.
-Attend development and humanitarian coordination meetings as requested by the Gaza Programme Officer and Project Manager and provide documented updates on the results of those meetings and the needed follow-up actions.
-Provide programmatic and technical support to UN Women programme in Gaza as deemed necessary.

Impact of Results
-Capacity of justice and security institutions in Gaza are strengthened and linkages forged;
-Gender responsiveness of justice and security sector actors is enhanced;
-Improved management and timely completion of justice and security projects according to quality standards;
-Improved identification of justice and security sector needs and matching of these with available support and resources from donors and implementers;
-Improved communication and coordination with justice and security sector partners.

Time frame:
The assignment is expected to start in October 2014 and to be finalized by September 2015.

Qualifications :
Education:
-Bachelor Degree in Management, Law, Human Rights or International Relations, Master’s Degree will be an advantage.

Experience:
The Project Coordinator for the Security and Justice Sectors in Gaza should have the following experience:
-Minimum 6 years professional experience in project management; including experience in security and justice reform;
-Proven understanding of law and development issues and the administration of security and justice;
-Demonstrated strong management, coordination and facilitation skills;
-Excellent communication skills (oral and written);
-Strong analytical ability;
-Excellent computer skills and strong knowledge of Excel, PowerPoint and Word.
-Experience in women’s rights issues; knowledge of relevant gender issues in the context of Palestine is an asset;
-Good interpersonal and communication skills; ability to collaborate within a small team;
-Previous experience with a multilateral or international organization is an added advantage.

Language Requirements:
Fluency (both oral and written) in English and Arabic.
