Background:
UNDP/PAPP (Programme of Assistance to the Palestinian People) and UN Women are implementing the UNDP/UN Women Joint Programme, Strengthening the Rule of Law in the oPt: Justice and Security for the Palestinian People (2014-2017).

The UNDP/UN Women Joint Programme is oriented around the following seven mutually reinforcing outcomes:
1-Capacity of justice and security institutions strengthened and linkages forged
2-Civil society contribution to rule of law and community access to justice in the West Bank enhanced
3-Civil society contribution to rule of law and community access to justice in the Gaza Strip enhanced
4-Gender responsiveness of justice, security and legislative actors strengthened
5-Women and girls’ access to justice and security improved by ensuring accountable service provision to prevent, protect against and respond to violence, and by addressing their broader legal needs
6-Juvenile justice and adherence to child rights improved
7-Capacity of key actors and stakeholders to monitor progress and results in rule of law development increased

Monitoring and evaluating justice and security sector development, and the impact of assistance activities, continue to represent major challenges for the Palestinian Authority. Accordingly, Outcome 7 of the Joint Programme focusses on bolstering the capacities of PA justice and security institutions to monitor progress and results. UNDP has learned that it is essential that this process is nationally owned in order to ensure sustainability, and ensure that assistance is carefully tailored to the context. By working to develop the capacities of partner institutions and civil society in the area of monitoring and evaluation, including by embedding specific expertise and institutionalizing systems appropriately, the UNDP/UN Women Joint Programme aims to better ensure that progress across all Outcomes of the Joint Programme is sustainable, empowering institutions to better identify their own needs and gaps, comprehend the successes (or failures) of interventions, and plan their own policy development.
UNDP/PAPP (Programme of Assistance to the Palestinian People) is seeking suitable candidates for the position of Monitoring and Evaluation (M&E) Coordinator - Justice Institutions. Under the direct supervision of the Deputy Programme Manager and the overall supervision of the Programme Manager/Chief Technical Specialist, the M&E Coordinator will work directly with partner institutions in the justice and security sector to institutionalise systematic monitoring and evaluation approaches and harmonise these across the sector. Under the overall guidance of the team leader and the direct supervision of the Programme Manager. As this position is related to the Strengthening the Rule of Law in the oPt - Justice and Security for the Palestinian People Programme in the occupied Palestinian territory with an expected duration of 3 years 2014-2017, the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the programme.

Description of Responsibilities:
Under the supervision of the Deputy Programme Manager (West Bank) the M&E Justice Institutions Coordinator will be responsible for the following:
-Developing the M&E capacities of permanent staff working within the AGO/HJC/other justice institutions through providing training to all directorates/units and through mentoring allocated staff, focusing especially on the planning, technical and gender units, where they exist.
-Develop an M&E strategy for the HJC/AGO/other justice institutions and action plans for implementation for 2014, 2015 and 2016
-Develop comprehensive SMART indicators for M&E of the performance of the HJC/AGO/other justice institution
-Ensure close coordination and communication internally within the HJC/AGO/ other justice institution activities, and externally with relevant Ministries, justice institutions, the Palestinian Central Bureau of Statistics, and international donors.
-Develop the capacity of M&E counterpart/s / focal points within the HJC/AGO/other justice institutions.
-Work towards implementation of an operational M&E system within the HJC/AGO/ other justice institution
-Work with M&E focal points to ensure that data is being collected on an ongoing basis.
-Collect and collate M&E data and share it throughout the HJC/AGO/ other justice institutions.
-Prepare first institution--wide M&E reports based upon this data, and building the capacity of the counterpart(s) to embark upon the second such report.
-Supervise the implementation of a phase-2 of capacity building training programme for the staff of all units and Directorates in the HJC/AGO/ other justice institutions;
-Initiate activities within the HJC/AGO/other justice institutions regarding M&E for the justice sector
-Regularly communicate with M&E focal points in the Ministry of Justice and other justice institutions and working through the M&E thematic subcommittee of the Justice Sector Working Group to achieve increased harmonization and coordination of strategies and approaches to M&E.
-Ensure the close coordination and communication internally within the HJC/AGO/ other justice institution on M&E activities, and externally with relevant Ministries, justice institutions and international donors
-Regularly report to the UNDP RoL Programme Deputy Programme Manager, participate in the Justice Sector Coordination Meetings and other programme events.
-Undertake any other duties as required.

Impact of Results
-Capacity of HJC/AGO/other justice institutions counterpart/s, M&E focal points developed to lead and maintain an operational M&E system within the HJC/AGO/other justice institutions.
-M&E strategic plan prepared and implemented, including use of revised SMART M&E indicators and work plans established throughout the HJC/AGO/other justice institutions.
-Operational M&E system up and running within the HJC/AGO/other justice institutions.
-Capacity to prepare M&E reporting across the HJC/AGO/other justice institutions established.
-Capacity to provide PCBS with HJC/AGO/other justice institutions data established.
-Capacity to provide Justice Sector Working Group with HJC/AGO/other justice institutions data established.
-M&E strategies across all justice institutions better coordinated and harmonized through the newly established thematic subcommittee of the Justice Sector Working Group.
-Capacity to collect conduct M&E activities across all justice institutions strengthened.
-Strengthened M&E capacity within the Rule of Law Programme in relation to justice institutions.
-M&E quarterly and annual database and evaluation reports prepared and made available to the stakeholders.

Qualifications :
Education:
-Master Degree in Social Sciences, Program Management, Development or related field from a recognized university.

Experience:
-Minimum of 6 years of experience managing Monitoring and Evaluation and Reporting in a multi-stakeholder environment, monitoring program performance and carrying out program evaluations. Experience of social/community work, especially involving vulnerable population in the West Bank and East Jerusalem is preferred.
-Experience working with public sector, CSOs in designing, managing and/or implementing M&E systems.
-Strong writing and editing skills.
-Experience reporting clearly and comprehensively on a complex portfolio of activities.
-Strong computer skills particularly with one or more types of data analysis and management software (e.g., Excel, SPSS).
-Proven experience working in a team.
-Ability to drive to and visit remote areas in the oPt.

Language Requirements:
-Fluency in Arabic and English a requirement
-Excellent writing and communication skills
-Full computer literacy
