Food Security and Livelihoods Program Manager
For an initial 6 months contract with possibility of extension
The Candidate will:
-Identify the needs of the most vulnerable populations through the review of literature, and the design and implementation of relevant needs assessments.
-Propose cost-effective and high-impact responses to identified needs.
-Participate actively in the implementation and revision of ACF’s food security strategy.
-Develop food security and livelihoods proposals with an emphasis on agricultural oriented interventions, concept notes and reports in coordination with the Water, Sanitation and Hygiene (WASH), Administration and Logistics departments.
-Ensure implementation of an integrated approach between Food Security and Livelihoods (FSL) and WASH departments.
-Ensure effective communication with stakeholders involved in food security (data sharing and brainstorming) as well as with local authorities involved in project definition and/or implementation.
-Organize and supervise the effective implementation of ACF food security and livelihoods project activities, in close coordination with the Administration, Logistics, and WASH departments.
-Define program implementation modalities and methodologies (technical specifications, identification and registration of beneficiaries, distribution, formation and sensitization).
-Analyze the appropriateness, adequacy and potential impact of all interventions based on known contexts and needs.
-Follow up of project budgets and expenditure to ensure the effective and appropriate utilization of funds for each project within specified timeframes.
-Identify program constraints and problems during implementation, propose solutions and implement them after validation by Food Security and Livelihoods Technical Coordinator and the Head of Base.
-Produce regular internal and external reports for submission to supervisors.
-Supervise food security and livelihoods staff related to projects under the supervision of the Program Manager including staff recruitment, training, and performance evaluation.
Profile of the Candidate:
-Bachelors and/or Masters Degree in Agriculture.
-Five years of relevant professional experience in food security and livelihood programming in international organizations or national NGOs.
-Experience with GIS, surface and ground water modeling programs an asset.
-Demonstrable experience in project cycle management.
-Familiarity with donors and donor procedures.
-Fluency in English (spoken and written) required; Arabic would be considered an asset.
-Excellent report and proposal writing skills.
-Strong interpersonal, analytical and communications skills.
-Fully proficient in MS-Office, Outlook and Skype, familiarity with ODK an asset.
