The Community Media center (CMC) is an independent nongovernmental organization based in Gaza. CMC was established and started working at the beginning of 2007 through an initiative from a group of activists in the civil and media work. The center aims to promote and activate Palestinian media role towards humanity issues, and to highlight it through different means of media, aiming to help creating suitable opportunities to solve them and to improve the living conditions, through working on many projects which contribute achieving an active Palestinian media representing the Palestinian community issues.
CMC is implementing " Youth Issues in Documentaries” project, in partnership with CRS and funded by USAID. The project aims to document youth issues, to attract the decision makers' attention to get them aware of these issues, and to involve relevant stakeholders in solving these issues.
Under this solicitation, CMC seeks a qualified consultant / consultancy firm who will be responsible for providing consultancy services for CMC team in fundraising.
Consultancy objective:
The overall objective of the consultancy is to enhance CMC’s abilities to organize and allocate its efforts towards sound fundraising approach/mechanisms to enhance its program sustainability.
In pursing this consultancy, CMC seek to develop a document for CMC that includes:
-Updated fundraising plan
-Updated database of the prospective/potential donors.
-Implementation plan for the coming 3 years (that includes a time frame and describes the tools methodologies and mechanisms of implementing the updated fundraising plan).
The consultants’ qualifications and skills:-
-To have a post graduate degree in financial management, project management, public relations or any related field.
-To have a proven practical experience in consultancy in fundraising and proposal writing for 3 - 5 years.
-To be committed to applying consultancy methodology and philosophy.
-Availability and adherence to the agreed plan is a must.
Duties and responsibilities:
Under the supervision of the CMC, the consultant shall perform the following tasks in 50 hours:
-Review the current fundraising plan of CMC.
-Undertake identification of gaps and challenges with respect to CMC resources.
-Assess the fundraising methodologies currently in use and propose those that are relevant and applicable to CMC.
-Assess CMC by highlighting the weaknesses and strengths.
-Identify the availability of capacity of CMC for implementing the updated fundraising plan.
-Propose an appropriate M&E framework for effective implementation of the plan.
-Identify potential funding mechanism for implementation of the updated fundraising plan enlightened by CMC’s strategic plan.
-Update the current fundraising plan to be easily adopted by CMC.
-Propose an action plan and a budget for implementing the updated fundraising plan.
-Prepare a narrative technical report after conducting the consultancy.
Final deliverable
1)An appropriate document that includes :
·Updated fundraising plan
·Updated database of the prospective/potential donors.
·Implementation plan for the coming 3 years (that includes a time frame and describes the tools methodologies and mechanisms of implementing the updated fundraising plan).
2)Technical report documents the work done including evaluation of the consultancy and recommendation for future capacity development interventions.
Note: The document is expected to be will organized with no typing or language mistakes. Additionally, wherever there are uses of previous work, proper citation/referencing and acknowledgments are due to respect the copyrights and intellectual property rules.
Submission of offers:
Interested consultants/ consultancy firm shall submit their technical and price offers.
Technical offer must include:
·CV that shows relevant experience and competencies (10%)
·A sample of products they produced or supervised by the consultant/consultancy firm (20%)
·Detailed consultancy methodology highlighting the approach and tools to be used and the aspect the consultant/ consultancy firm will be looking for during the assignment. (20%)
·Initial proposal of implementation plan (10%)
Financial offer must include:
·Prices in NIS.
·Prices are defined by hour.
· CMC will give 60% for the technical part and 40% for the financial offer
Evaluation of offers and contracting procedures:
·Bids should be delivered in separate envelops.
·Bids will be reviewed and evaluated by CMC tender committee only, in accordance with the TOR, offers will be evaluated according to the technical requirements mentioned in the TOR, and compared; the best offers must meet the required standards regarding the technical and financial abilities.
·Received offers will be evaluated based on technical and financial aspects, the technical offer will count to 60% of scores and financial offer will count to 40%.
·CMC will sign a short term service contract with the winning firm/consultant, in which obligations of each party will be set based on mutual agreement on implementation schedule, level of effort, and payment mechanisms.
·Under the circumstances contracted firm or consultant didn’t comply with the signed agreement and this TOR, CMC has the right to cancel all or part of the agreement with no commitments or obligations towards the consultants.
·Starting date will be determined immediately after bid is awarded to successful candidate(s).
·Selected firm should submit a zero-VAT invoice for firms or a financial claim for individuals to CMC quoting “USAID-CPP-YIID-CMC.
·CMC is not necessarily obliged to accept lowest bids
·CMC has the right to cancel, defrag, or re advertise this solicitation of technical and price offers with or without any modifications without any declarations of reasons behind this action.
·Sealed envelopes must be submitted to CMC office
·Successful candidate(s) should adhere to CMC’s contracting procedures and sign the USAID mandatory clause.
·All documents of bid/quotation should be signed or/and stamped
·Both firms and individuals are not allowed to recruit or nominate candidates who are currently PA employees or listed on the Palestinian authority payroll, It's the responsibility of the firm/ consultant to disclose being not on the PA payroll during providing this consultancy service
·CMC will not accept proposing new offers after evaluating and selecting the offers.
·Consultancy firms and individual consultants must be aware of the CMC’s right of cancelling or freezing the awarded consultancy service at any time before or during the implementation in case of emergencies without any cost to be incurred on the CMC side.
