Background:
The Food and Agriculture Organization of the United Nations (FAO) is an intergovernmental Organization with more than 192 member countries. Since its inception, FAO has worked to alleviate poverty and hunger by promoting agricultural development, improved nutrition and the pursuit of food security - defined as the access of all people at all times to the food they need for an active and healthy life. To achieve its goals, FAO cooperates with thousands of partners worldwide, from farmers’ group to traders, from non-governmental organizations to other UN agencies, from development banks to agribusiness firms (further and more detailed information on FAO can be found on the internet site: http://www.fao.org). Since 2002, FAO Coordination Office for the West Bank and Gaza Strip (WBGS) has supported the preparation for, and response to, food and agricultural threats and livelihood emergencies in the WBGS through emergency relief, rehabilitation and revitalization of productive capacity. FAO interventions help protect access and entitlements of Palestinian farming households to land, water, services and markets. Such interventions are essential to enhance overall food security, reduce dependency on relief assistance amongst vulnerable Palestinians and contribute to institution building. FAO WBGS is implementing the project: “Support livestock based livelihoods of vulnerable population in the occupied Palestinian territory (LbL) – the institutional level component – (LbL-i)”, which is funded by the European Union and will be implemented in different governorates of the WBGS. One of the main activities of the project is establishing the first National Animal Identification System (NAIS), which will be developed through a well-recognized international company. The project will be implemented in close cooperation with the Ministry of Agriculture (MoA), including its local branches and departments in both West Bank and Gaza Strip, and other public bodies active in the livestock sector. In order to strengthen its technical team in the implementation of the project, FAO is seeking a highly motivated and experienced Information Systems Assistant. Under the overall guidance and supervision of the FAO Head of office in the WBGS, the direct supervision of FAO Head of Programme, and in technical consultation with the Deputy Project Manager and collaboration with relevant stakeholders, including designated national focal persons in the Ministry of Agriculture, the Information Systems Assistant will support the development and ensure the NAIS, in accordance with the TOR given below. The incumbent is expected to address the main concepts, practices and experiences in regard to NAIS, and other MoA’s data collection systems to ensure it meets the MoA’s information and monitoring needs and to ensure that the information collected can be easily extracted and analyzed,
Description of Responsibilities:
this includes but not limited to:
-Follow up the NAIS software development with the consultancy company building the NAIS;
-Provide needed IT support and trainings to the MoA related staff;
-Maintaining the NAIS System and the database;
-Ensure running of the NAIS system once it is established and the MoA personnel is capacitated;
-Ensure that MoA will be capable to sustainably maintain NAIS as it will become one of its routine regulatory and field services to the agriculture sector;
-Building and running the database and related training and coaching;
-Team up with the FAO technical staff providing capacity development support for MoA in the field of Disaster Risk Management, and provide technical and institutional capacity building coaching to MoA IT staff to develop sustainable IM systems. This includes but not limited to on the job training and follow up required to establish and run a market and prices monitoring system within the MoA;
-Support FAO’s team in all matters related to data processing, data management and information systems;
-Perform other duties as and when requested.

Qualifications :
Education: University degree in IT/computer science.
Experience:
-At least 3 years of proven experience in developing database Information Systems.
-Extensive experience and proven skills in using MySQL with PHP.
-Excellent knowledge in at least one of the UI development tools (CSS, XHTML, JavaScript, Ajax, ExtJS.NET, Jquery UI).
-Skills in: ASP, .NET, JAVA is an additional asset.
