Introduction:
Palestine Technical University/ Kadoorie (PTUK) has received a grant from the Quality Improvement Fund (QIF) – “Education to Work Transition Project”- Ministry of Education and Higher Education and funded by the World Bank to implement a joint project entitled: ‘Enhancing the Quality of Accounting Information System (AIS) Program at Palestine Technical University- Kadoorie (PTUK)”.
Accordingly, PTUK intends to apply part of this grant for the selection and employment of highly qualified Web Developer for the above mentioned project.
Assignment Objective:
Assign a highly qualified consultant to develop a website for the center and the
Project.
Main Tasks and Responsibilities:
Under the general direction of the Project Director, the web Developer will be responsible for the following:
-Developing AIS project and Entrepreneurship Center website to meet the requirements and approval of PTUK- Computer Center. The consultant’s tasks shall include designing the interface, producing customized icons, images and animations, scripting, uploading and transfer of files, testing and debugging, providing user’s documentation, and training of PTUK- Computer Center internal staff for maintenance of the website.
-Developing the new website using open source taking into account Web 2.0 elements.
Specifically, the consultant will be responsible for,
-Designing the look and feel of the website that is visually appealing (i.e. with attractive mix of texts and graphics), has a unified theme and design, and easy to navigate (i.e. no more than 3 levels of “drill down” for a user to find desired information);
-Creating/customizing an open source Content Management System (CMS) that is reliable and with support base worldwide, and will permit non-technical staff to instantly update web site content, add modules or sections, and integrate Web 2.0 elements, such as, but not limited to, user tagging, content commenting, syndication, social networking, peer-to-peer sharing, blogging and wiki;
-Providing search capabilities using key words or phrasing that will identify content from throughout the site;
-Incorporating the following capabilities to the website:
Embedded discussion forum tied to a ListServ/Mailing List
Online library
Projects page, with “Restricted” sections for certain users
“Restricted” wiki sections for internal collaboration / sharing
Photo album
Syndicated UN/ISDR Calendar
RSS feeds
Advanced search engine
Content forwarding and commenting
Content archiving
Administrator and user-level access
Online surveys and statistical analysis
Other features as may be determined necessary by Project team and PTUKComputer Center.
-Installing streaming servers like Red5 and video streaming in general.
-Installing and configure required products (Moodle, Red5, lighttpd, etc...) in any OS (Windows, Linux, Mac, etc..)
-Understanding of UI design concepts.
-Developing Moodle in general
-mplementing a tracking application to produce user defined site log reports to measure web visitor behavior and improve web site performance and availability;
-Providing training to PTUK- Computer Center staff on the maintaining, updating and securing the new website.
In addition, The consultant must ensure that the new website meets the following compatibility requirements:
-Site must be compatible with all the latest internet browsers (IE, Firefox, Chrome, Safari, etc.)
-Site must be built in accordance to the Web Content Accessibility Guidelines 2.0,provided by the W3C and should also be easily accessible to the novice as well as the experienced Internet user.
-The site must be able to embed or integrate MEGA-Learn (www.emi-mlearn), a website developed using SPIP and is hosted by another server, and Cityriskpedia (www.cityriskpedia.com), a wiki page built with MediaWiki.
Minimum Requirements:
Minimum Qualifications
-Bachelor degree in computer engineering, or computer science or any other related field.
-Technical knowledge on emerging internet technology and trends
-3 years Professional experience in web design and development, preferably using open source technologies and maintenance for multi-purpose, especially for e-learning purpose.
-Ability and working knowledge of Flash
-Working knowledge of security technologies
-Ability to provide the required software and technological solutions
-Previous experience working within the audio-visual industry will be advantageous.
-Excellent communication and networking skills.
-Excellent Command of English Language.
Expected Outputs & Deliverables
Outputs Indicative Date
3 design studies After one week from contract signing date
Beta version After two weeks from contract signing date
Omega version After three weeks from contract signing date
Final version After five weeks from contract signing date
Administrator’s Manual After seven weeks from contract signing date
Technical Documentation After seven weeks from contract signing date
-Website: The final Web Site shall be delivered to the Customer working and uploaded on the University web server on a CD and uploaded to hosting Web Server 3 months from signing the contract.
-CD: A full version of the web site pages and references should be on a CD as A back up copy.
-Tested links: All links contained in the Web Site shall be tested and confirmed in the final delivery to be accurate prior to delivery of the final Web Site to the customer.
-Developer shall retain a backup of the Web Site files relative to the accepted Web Site for a period of one month following final acceptance by the Customer.
-Admin Password and Username: Web site Administrator username and password should deliver to the client, and the developer has no right to access the web site after final delivery and maintenance.
-Troubleshooting period: after delivering the website the consultant is committed to provide 6 months period for troubleshooting and for any modifications needed from the developer.
-In addition, the consultant is expected to provide training to PTUK- Computer Center Knowledge Management Unit on how to maintain the site on or before.
Time Frame:
The duration of the assignment is 3 months + 6 months for troubleshooting and updating.
The consultant will be deemed to deliver all missions within the total timeframe.
Reporting Arrangements
-The consultant shall work with the PTUK- Computer Center under the direct supervision and guidance of the Project Director for this activity, although functionally the consultant may report to the PTUK- Computer Center Manager.
-The consultant shall report to the project director and PTUK- Computer Center Office at least once a week to provide regular updates and work on pressing issues, throughout the project period.
Contract Type: lump sum
