ANERA is an international, non-profit, non-governmental organization implementing infrastructure projects in the West Bank and Gaza.
ANERA is recruiting for a number of vacancies in its Jerusalem, Nablus and Hebron Offices under the Palestinian Community Infrastructure Development (PCID) Program, USAID-funded program as follows:
Safety Engineer/ Jerusalem Office
General Roles & Responsibilities
The Safety Engineer will be responsible for overseeing the strict implementation of the Safety Policies adopted and set for implementation under the PCID Program. The Safety Engineer is expected to have excellent communication skills and ability to coordinate and communicate with the Chief Construction Engineers, other technical members of the PCID team and the contractors whose services are engaged to execute the various projects activities. The Safety Engineer must have exceptional reporting and writing skills under considerable time constraints and while balancing multiple priorities. In addition to overseeing the strict adherence to and implementation of the safety regulations, the Safety Engineer will be assisting the Deputy Chief of Party in making sure of the safe implementation of project activities, by contractors, on site.
Duties and Responsibilities Include:
-Ensure Personnel Safety of all parties (engineers, contractors personnel, authorized visitors, public…etc) at construction sites, through overseeing that construction safety practices are properly implemented by contractors at all sites.
-Review and comment on Contractor’s safety plans and relevant submittals.
-Issue Safety notices on site.
-Develop and conduct employee safety and health training programs, and new employee orientation.
-Monitor and oversee contractor safety program and safety professionals.
-Manages the Injury Management Program.
-Manages the Emergency Response Procedures.
-Manages project safety and health performance.
-Liaise with plant operations and programs.
-Conducts incident, injury/illness and near miss investigations.
-Coordinates activities of the on-site Medical Services provider.
-Writes detailed investigation and safety and health progress reports.
-Assists the Construction Contractor in development of task specific Job Hazard Analysis.
-Acts as mentor to other safety and health professionals.
-Adheres to safety and quality standards as applicable to duties and accountabilities.
-Conducts routine as well as ad hoc site safety and health inspections and safety and health program audits.
-Administers project specific safety and health and loss control programs and processes.
-Establish construction inspection and test plan, and track inspections/actions identified.
-Any other duties as may be requested by ANERA.
Minimum Requirements:
-An undergraduate degree in Civil/Construction/ or any other related Engineering field, with 5-8 years of experience working on construction sites, preferably where construction safety requirements were implemented.
-Have had some training related to construction site safety preferably on safety training modules provided by OSHA. Experience in implementation of construction safety policies would be a plus.
-Strong personality and leadership skills, in addition to excellent communication skills
-Excellent computer software skills, including Microsoft Office Applications, as well as Internet research abilities.
-Arabic and English fluency (both oral and written) is essential. Excellent reporting skills is a must
-Flexibility, excellent interpersonal, and the ability to work well with all levels of internal and external contacts.
-An expressed interest in international development through coursework, travel, and/or internship experience is desired.
-Ability to travel all around the West Bank.
-Possession of a clean driving license, in addition to a good geographical knowledge of the area
