medico international (www.medico.de/en) is an international (German) non-governmental organization which struggles for the human right to the best possible access to health.
In doing so, we support local partners in their endeavours to create the economic, social and cultural conditions which allow each person to attain the highest health standard possible as well as access to equitable, affordable and quality health care services. In particular, medico stands by those who are in situations of emergency and in poverty, including refugees and the victims of war.
medico seeks a dynamic, reliable, committed and qualified Finance Administrator (FA) in part-time for the work of medico international in Palestine and Israel who is aware of the political implications of aid. The FA will be based in medico’s Ramallah office. The incumbent shares responsibility in the areas of finance, day-to-day control and maintenance activities and shall render support in purchasing, and other administrative tasks.
Main tasks and responsibilities
The successful candidate shall perform a variety of tasks including but not limited to:
-Checks budgets of proposals of partners and works closely with partners in preparing budgets for approval
-Prepares contracts with partners including budgets and other annexes
-Coordinates payments and time schedules for payments from medico to partners and requests for payments from medico HQ in Frankfurt
-Overlooks the spending of funds by partners in co-funded projects
-Collects documentation of money transfer and exchange rate documents from partners
-Participates in answering partners regarding project finances and time frames
-Where this is relevant, the FA oversees VAT exemptions, proper documentation of tendering processes, distribution and consumption lists and ensures the coherence of these with each other and with the records
-Actively participates in budget preparation to donors for approval by medico
-Is responsible for the financial reports to donors for projects in her/his responsibility. She/He writes these and organizes all the necessary supporting documents for reports and for medico files.
-Prepares documents of projects for external audits
-Contributes to the preparation of annual office budgets
-Prepares monthly and annual financial reports of the office
-Prepares hard copies of documents (invoices, receipts, etc.) for registration in Bisan
-Is in charge of registering monthly expenses in Bisan incl. monthly reconciliation of bank and cash book and documentation of exchange rate calculation and filing them
-Contributes to the preparation of required documents for submission to Palestinian and Israeli authorities (MoI, MoLSA, MoF)
-Is in charge of logistics, inventory, procurement as assigned by the Rep.
-Performs other relevant tasks as requested or assigned
Qualifications/Skills required
-Degree in Accounting, Finance or other relevant discipline
-At least 3 years of relevant experience of which a minimum of 2 years in an NGO
-Demonstrated experience in dealing with donor funding requirements
-Ability to meet deadlines effectively and work independently under limited supervision
-Demonstrated experience in working with Bisan accounting software
-Ability to communicate across organizational boundaries and borders (Israel, West Bank and Gaza, Germany)
-Good communication and interpersonal skills
-Ability to work in a multicultural environment
-Ability to handle confidential information with discretion
-Accuracy and attention to details, and excellent organizational skills
-Proven computer skills, including experience using MS Office
-Perfect command of written and spoken English & Arabic
Duty station: Ramallah with occasional travel in Palestine and Israel (if permit situation allows)
Working language: English and Arabic (Hebrew is an asset but not a requirement)
Type of position: part-time (20 hours/week on three days, Sun-Thu)
Contract: fixed-term 2 years with possibility of extension; 6 months probation period
Deadline: March 7, 2014, with a test to take place in week 12, between March 17-20 and interviews in the week thereafter
