The United Nations Office for Project Services Jerusalem Project Centre (UNOPS JMPC) was established in East Jerusalem in late 2006. Amongst other things, UNOPS JMPC helps global and local partners, including ministries of the Palestinian Authority, design and implement projects that respond to the need of the local people.
UNOPS JMPC is supporting the Canadian government with the implementation of two components of the Sharaka project, a multi-year DFATD-funded program of assistance directed at strengthening the Office of Attorney General/Public Prosecution (OAG/PP) in order to enhance its contribution to the stability, prosperity and democratic development of the West Bank.
The Canadian-funded Sharaka Project requires the services of a qualified Administrative Clerk.
Reporting to the Sharaka Project Field Director, the Administrative Clerk will be responsible for providing ongoing general support to the Field Office. He or she will perform administrative and financial duties related to the operations of the project, but should also be able to demonstrate an ability to liaise with project stakeholders and support incoming missions by arranging meetings, assisting with minor translation and transportation needs and other related tasks. S/He will report substantively to the Sharaka Project Field Director, receiving directions on the technical aspects of project programming and delivery on a day-to-day basis. Management of the position will be provided by United Nations Office for Project Services (UNOPS) and the Sharaka Project. UNOPS will be responsible for remuneration and contract related matters.
Functional Responsibilities
The Administrative Clerk‘s core duties will include, but are not limited to:
Administrative
-Plans and manages the daily agenda of the Field Director and Deputy Field Director;
-Makes arrangements for meetings and travel of the Field Director and Deputy Field Director within Ramallah, the West Bank and abroad
-Schedules meetings and reserves board rooms for the Field Office Team;
-Schedules meetings and prepares programs for visiting delegations, supervises parts of those programs and effectively liaises with all stakeholders;
-Receives and analyzes requests from the Field Director and other members of the office, and establishes priorities between these requests;
-Screens and directs requests by telephone callers and visitors;
-Manages and ensures the preservation of all correspondence or other documents produced by the office;
-Coordinates visiting missions from Canada, which includes arranging meetings and coordinating meeting logistics, including transportation and interpretation/translation needs (e.g., minor transportation transfers within the West Bank);
-Assists with administrative concerns for Justice Canada mission officials and Canadian experts as required;
-Establishes and maintains a follow-up system to keep track of required action;
-Conducts basic searches on the Internet;
-Proof-reads documents; and
-Carries out other administrative tasks as requested by the Field Director or Deputy Field Director.
Financial
-Manages and monitors project and field office finances, and completes financial reports as required;
-Responds to financial requests from the Field Director;
-Coordinates with the Administrative Clerk on the Sharaka project Team in Ottawa on financial matters related to the operations of the Field Office;
-Certifies that funds are available for travel, hospitality, goods and services, contracts and other expenditures relating to the project;
-Reviews documents and attachments for items such as travel claims, payments of invoices, and procurements received from the Field Director and Deputy Field Director;
-Returns incomplete or incorrect financial documents to the originator for corrective action;
-Responds to requests from the United Nations Office for Project Services regarding financial information;
-Processes expense claims;
-Processes invoices; and
-Carries out other financial-related tasks as requested by the Field Director or Deputy Field Director.

-Successful completion of the tasks explained in the previous paragraph. Successful and timely delivery of all activities and products.
4-Final Product
-Providing general support to the Field Office.
-Delivery of the administrative and financial duties related to the operations of the project.

Education/Experience/Language requirements
a-Education
-Degree in finance, accounting, business administration or related fields;
b-Work Experience
-Three (3) years experience in performing general administrative services;
-Experience in organizing meetings and managing agenda;
-Experience in operating a personal computer using Microsoft Word and Excel; and
-Experience working in the development sector is an asset;
c-Languages
Ability to communicate effectively in English and Arabic;
d-Others
-Knowledge of procedures for handling correspondence, Bring-Forward (BF) systems, and other filing systems;
-Knowledge of general financial matters;
-Practical knowledge of Microsoft Office, Excel and Power Point; and
-General knowledge of the objectives of the Sharaka project.
