Introduction:
Palestine Technical College, Deir El-Balah, “PTC-DB” has received a grant from the Quality Improvement Fund (QIF)-Ministry of Education & Higher Education and Funded by the World Bank, to implement the project entitled "Fashion Design & Dress Making Dept. Development". Accordingly, PTC-DB seeks the selection and employment of a highly qualified FDDM Labor Market Needs Assessment (LMNA) Consultant to work on FDDM local market needs assessment and analysis.

Assignment Objective:
PTC-DB is considering the selection of a highly qualified FDDM Labor Market Needs Assessment (LMNA) Consultant to be part of the staff responsible for the development and implementation of the plan associated with the Diploma program of Fashion Design and Dress Making (FDDM). The LMNA consultant will be mainly required to identify and analyze the practical needs and competences of the typical fashion designer and dress maker as required by the local FDDM labor market and use such information to make the necessary recommendations needed to develop a new curriculum for the Diploma program.

Main Tasks and Responsibilities:
The LMNA consultant will be responsible for the following tasks:
1. Design professional surveying tools which may include questionnaires, interviews, or field visits to identify the main practical needs and competences required by the FDDM local labor market and organize an expert workers' workshop to analyze and classify the outcome data of these surveys.
2. Design suitable measurement tools to identify the skills acquired by the graduates of the FDDM department through conducting a comprehensive review of the current study plan and the practical lab training as well as the teaching and technical skills of the academic staff in the FDDM department.
3. Identify the existing gap between the measured graduates' skills and those required by the labor market according to the outcomes of the industrial surveys.
4. Make necessary recommendations to improve the current study plan including the descriptions and contents of the theoretical and practical courses. The recommendations shall be documented in a detailed technical report which must clearly reflect the results of the labor market and the graduates' skills assessment and analysis study.
5. Participate in designing the outline of a training program that enables the graduates to develop both life and practical skills as required by the FDDM labor market.

Qualifications & Skills:
1. At least a Master degree in Fashion Design, Education, Engineering Management, or related fields.
2. At least five years of experience in labor market surveying, industrial needs assessment, or related fields.
3. Awareness of the structure of the local FDDM labor market and the characteristics of its private sector in Gaza is a must.
4. Excellent Computer skills (Microsoft Office and Statistical Analysis Software).
5. Excellent English language and Communication skills.
6. Very good technical reporting skills.

Deliverables:
1. A preliminary technical report must be written to include and explain the information collected during the market surveying process such as the main skills and competences of the typical fashion designer and dress maker as required by the labor market, the types of garments that are highly sold in the market, a full description of the equipments used in the local factories for fashion design and dress making, as well as a description of some important practical learning situations that might be included in the new curriculum. This preliminary report must be submitted within two months from the date of signing the contract.
2. A report must be written to include the results of analyzing the current study plan and the lab training manuals of the FDDM diploma program such as the goals of each module and the main technical and personal skills and competences that each module aims to build in the student. The report must also indicate the measured teaching and technical capacity of the academic staff which may include the current teaching and evaluation methods, their industrial experiences as well as their background on the characteristics of the local FDDM market. This report must be submitted within three months from the date of signing the contract.
3. A final report must be written to indentify and analyze the existing gap between the measured skills and competences of the department students and those required by the FDDM labor market. The report must also indicate the primary changes to be done to the current curriculum such as canceling the courses that have no direct relationship with the skills required by the labor market, adding new modules that ensure the development of both life and technical skills as well as to ensure the delivery of the learning situations recorded from the expert workers through the labor market surveying process. This final report must be professionally written and submitted no later than four months from the date of signing the contract.

Time Frame:

The LMNA consultant will be required to professionally carryout and submit the requested deliverables within no more than four months from the date of signing the contract.
Contract Type: Lump sum contract.
