Background:
UNDP is currently implementing an EU funded national project for Supporting Culture Tourism Development in the occupied Palestinian territory, with the overall objective of contributing to national economic growth through developing the Palestinian tourism sector by revitalized cultural infrastructure and increased engagement of Public-Private Partnerships (PPPs).
The project includes the following key activities:
1-Revitalization of the Khan Al Wakale project in Nablus;
2-Revitalization of the Maqam Nabi Musa in Jericho;
3-Model for PPP engagement for management of cultural heritage and touristic sites.
The project will be implemented in full partnership and cooperation with the Palestinian stakeholders including Ministry of Tourism and Antiquities (MoTA), Palestinian Islamic Waqf, Jericho Governorate, Jericho Committee for Tourism Development, Municipality of Nablus and the private owners of the sites. The project will be facilitated by the Prime Minister’s Office through a National Coordinator to ensure effective implementation and harmonization for all project layers and structures, provide support to the coordination mechanism among EU, UNDP and PA institutions/partners (including the Joint Committee for the Nabi Musa component) and provide guidance for an effective Public-Private Partnership engagement at both policy and programming levels.
In this context, UNDP/PAPP- is seeking a candidate to fill the position of National Coordinator who will be based at the Prime Minister’s Office, under the overall guidance of the team leader and the direct supervision of the Chief Technical Specialist. As this position is related to national project for Supporting Culture Tourism Development in the occupied Palestinian territory with an expected duration of 12 months, the Service Contract extension is not contemplated.
Description of Responsibilities:
Under the direct supervision of the Chief Technical Specialist, the national coordinator has the overall responsibility for coordinating the project activities among local stakeholders and to achieve the results (outputs) as defined in the approved project document and in the annual work plans through timely and quality technical support. In line with the above, summary of key functions:
-High level technical support
-Coordination among local stakeholders
-Develop and strengthen partnership and coordination between the Government, Civil Society Organizations (CSOs), Private Sector and development partners to support the implementation of the project; and
-Others, as required
In the specific functions are:
1-Facilitate the establishment of Maqam En-Nabi Musa association (Joint Committee) including Ministry of Tourism and Antiquities, Palestinian Islamic Waqf, Ministry of Jerusalem Affairs, Governorate of Jericho, Private Palestinian owners and key representatives from the local cultural and tourism community;
2-Facilitate and follow up on the production of the MoU for Maqam En-Nabi Musa Joint Committee;
3-Ensure coordination and communication between different government entities, national and international initiatives (Palestinian Economic Initiative – OQR), private sector and stakeholders;
4-Provide close and regular support to the project partners for the implementation of various components of the project to ensure effective development and delivery of the results;
5-Facilitate the provision of technical assistance to the Joint Committee in the selection of PPP modality and further definition of the selection criteria for the local private partners;
6-Facilitate the development of a business management and marketing plan for the Nabi Musa Complex in partnership with the Palestinian private sector;
7-Facilitate the provision of technical assistance to the Joint Committee during the selection and contracting process of the private partner(s);
8-Attend the project technical meetings and follow up on facilitation issues related to Palestinian Government and stakeholders;
9-Share knowledge by documenting and disseminating lessons learnt and best practices from the project and contributing to the development of knowledge based tools (including policies, strategies, guidelines, etc.) at the Government level;
10-Assist in any other required programme support activity related to the project as deemed necessary or requested by the Head of the Unit.
Impact of Results
The key development results have an impact on the efficiency and effectiveness of the EU-funded initiative as it relates to the proper use of corporate resources and on the success of the operation of the revitalized sites as well as on the promotion of PPPs in Palestine.

Qualifications :
Education:
First university degree in the field of Business Administration, Social Science or any related field
Experience:
Minimum 3 (three) years practical experience, preferably with governmental institution. Previous engagement experience in similar coordination role capacity will be an asset
Language Requirements:
Fluency in both Arabic and English
