Job Overview: The British Council is seeking an enthusiastic and professional senior programme officer to act as Operations Manager for the Tajaawob programme,
an exciting and innovative civil society programme working with 6 partners to improve relations between Palestinian communities and authorities.
This programme is judged, and compensated on its performance against outputs. This means a close focus on results that requires a different kind of oversight, scrutiny and budget management. It therefore requires a different management style from that typically associated with donor-funded programmes in Palestine, with an associated need for coaching and support to team members.
The role will be varied, involving reporting, coordinating, and planning the activity of six project managers (who will report to him/her) across several projects for the 12 months of the programme from April 2014.
The main requirement will be to manage and update the programme plan, identify connections and synergies across the programme activities, to monitor and coordinate the programme plan and project activities and to support the work of the Programme Manager and Head of M+E and Learning, to whom (s)he will report.
Skills/experience requirement- to be tested at interview
-Demonstrates standard professional programme management skills and standards – e.g. estimation, budgeting, planning, variance analysis. He or she will be able to demonstrate they are results-oriented and able and willing to work towards tight deadlines,
-Excellent communications (including writing) and interpersonal skills – evidence of ability to network, make connections between ideas and activities, persuade people to share information and learning, proactive, energetic, organised.
-Native Arabic speaker. Fluent written and spoken English to a high standard.
-Planning and budgeting experience
-Minimum 5-years experience in Palestinian civil society and/or working with authorities.
-Experience working with and reporting to donors
-Strong administrative skills – organising meetings, following up with team.
-Mobility/access: relevant documentation that allows mobility and accessibility across the West Bank and Gaza
Qualifications
-Bachelors degree or other evidence of analytical skills
-Professional qualification in Programme and Project management (e.g. PRINCE2 or similar)
-Fully ICT literate including in the use of social media, familiarity with MS Project is desirable
