Vacancy “Public administration Expert for the Ministry of Agriculture for the implementation of the EU funded programmes”

Commencement date 12 January/2014

International Management Group (IMG) is an intergovernmental organisation working for EU and AECID in the oPt with offices in Jerusalem, Ramallah and Gaza.
IMG is soliciting applications for public administration expert for the Ministry of Agriculture in Gaza, and is looking for a dynamic, highly organised professional person with excellent interpersonal and communication skills.

Specific Objective:
To support/assist the Ministry of Agriculture implementing necessary tasks in order to address problematic issues included in E&Y certification reports on the systems put in place by the PA to implement both AAWB and PSRG-A programmes.
Requested Services is to assist the MoA PSRG-A Programme Management Team in implementing the following tasks:
-Establishing a management proc
edure to create new users in the MoA databases with proper documentation;
-Establishing documentation of costing sheets review procedures including roles and responsibilities to ensure its implementation;
-Establishment of an IT business continuity plan for the DAD/IMD including backup procedures;
-Establishment of proper program change management procedures for the software development to document the changes;
-Drafting a review process of entered damage forms to mitigate the issues identified by the auditor;
-Follow-up with the MoA for the missing official documents highlighted in the auditor report;
-Coordinate with IMG IT coordinator to follow-up with MoA Gaza IT department on the IT related issues for the DAD in Gaza;
-To perform a short training for involved MoA staff on newly introduced procedures.
Requested outputs
-MoA management procedure to create new users in the DAD/IMD databases - draft document (in Arabic);
-MoA costing sheets review procedure - draft document (in Arabic);
-MoA IT business continuity plan - draft document (in Arabic or English);
-MoA change management procedures for the software development (in Arabic);
-Draft document (in Arabic and English) detailing the review process of entered damage forms to mitigate the issues identified by the auditor. The document is subject to approval by MoA and EUREP.
-Three (3) days training on introduced procedures and the review process in conjunction with the IT user training. One day for Programme Implementation Team level, one day for Technical Team level and one day for District level. Curricula and training material to be provided by the expert.

Requested Qualifications:
-Master degree in management information System (MIS), business administration, public administration or relevant fields.
-At least 10 years of experience in the design, implementation, processes re-engineering, drafting administrative procedures for institutions.
-Drafted administrative procedures within the PA or local Banks for software change management procedures, backup procedures and operational procedures is a must.
-Excellent English and Arabic (working languages) writing, speaking and reading skills.
Duration of assignment: 22 working days over 8 weeks from date of commencement.
