Programme Officer - Oxfam Novib - Gaza

Oxfam Novib is looking for a Programme Officer

40 hrs per week
1 year contract and possible renewal for six months
estimated starting date: 1 December 2013
Based in Gaza

Purpose of the function
The incumbent will ensure the efficient overall management, coordination and facilitation of the implementation, monitoring, reporting and evaluation of a humanitarian project funded by the Government of Belgium to “Improve the quality of emergency health services and preparedness in Gaza”.
The project will be implemented through Oxfam Novib involving two health organisations in the Gaza Strip. It will focus on improving access to quality lifesaving services, increasing stocks of medications and ensuring community health emergency preparedness and coordinated health services in Gaza.
The incumbent will also provide overall support to Oxfam’s humanitarian preparedness and response in close coordination with Oxfam’s Humanitarian Programme Manager. This will include building a sound preparedness and contingency plan for emergency response, building the capacity of partners in emergency response and identifying program opportunities for Disaster Risk Reduction, preparedness and response.
The Programme Officer reports directly to the Oxfam Novib Associate Country Director and works very closely with ON’s Humanitarian Programme Manager (HPM), Institutional Funding Officer and Finance Officer.
Main tasks of the function:
a)Project Management and Coordination
1-You will coordinate the overall management, planning, implementation and monitoring of an 18 month-humanitarian project funded by the Government of Belgium to “Improve the quality of emergency health services and preparedness in Gaza”, including appraisal of partners’ reports, field visits, project workplan, in line with agreed targets, milestones and deadlines according to the approved project proposal and in close coordination with the Financial Officer and other relevant staff;
2-You will implement and monitor the agreements reached with the project partners, such that donor wishes and demands are fulfilled. You will specifically be responsible for the setting up the project management structure and the carrying out of related meetings with project partners and other stakeholders.
3-You will provide technical support including capacity building to the partners in the implementation of the project activities and facilitate and/or arrange for external technical support if required;
4-You will monitor and evaluate the implementation of the programme by local partners, retrieve and register the results achieved in line with Oxfam’s policies and procedures and donor requirements. You will collect any other information for the ON management and planning cycle and for any other demand for information, including (digital) archiving of the project related documentation
5-You will prepare stories, presentations or input for any other written materials for external communication on the project and communicate complex information to a wide audience;
6-You initiate and facilitate activities concerning project knowledge & information management (KIM)and learning with the project partner and relevant Oxfam affiliates to strengthen the effectiveness and implementation of programmes and lessons learned;
7-In coordination with the IFO, you will provide proactively for communication and information transfer around the project to donors, cooperation partners, ON and other affiliates.
b)Humanitarian Delivery and Preparedness
8-You will support the HPM in ongoing monitoring of the humanitarian situation to ensure up-to-date knowledge and understanding of developments in-Gaza.
9-Ensure sound internal and external co-ordination during, Disaster Risk Reduction emergency preparedness and response activities.
10-You will support capacity building activities for relevant Oxfam staff and humanitarian partners which are part of Oxfam’s contingency plan.
11-Within the framework of Oxfam’s humanitarian strategy in OPTI, you will signal local opportunities for cooperation, including drafting of new concept notes and proposals in coordination with the HPM and relevant Oxfam affiliates.
12-You may assist in program management and coordination of Disaster Risk Reduction, emergency preparedness and response projects as required.
13-You will take part in relevant Oxfam (Novib) working and project groups, primarily for reasons of thematic knowledge, with input from partner organizations.

Required knowledge level
-Completed an academic degree in Development and/or Humanitarian studies, or related field
-General understanding and/or technical expertise on the health sector and emergency response.
-Extensive experience (at least 3 years) with donor contract management.
-Excellent coordination skills and working in partnership with CSOs.
-A good understanding and demonstrable experience in gender and gender-mainstreaming issues in humanitarian assistance.
-Familiarity with the humanitarian context, principles, minimum standards, and best practices in the field of humanitarian assistance
-Knowledgeable about key issues in the Israeli-Palestinian conflict with focus on development issues, and Gaza in particular.
-Experience in monitoring, evaluation and learning to support humanitarian programs, preferably in the OPT.
-Excellent communication skills in English. Command of Arabic is an asset.
-Security awareness.
Desirable candidate’s attributes
-Specialization in public health will be an asset.
-Skills in monitoring and evaluation of health interventions
-Disaster Risk Reduction (DRR), preferably in the OPT
-Working experience in a highly sensitive conflict environment
-Excellent social skills and demonstrated ability to be a team player
-Analytical thinking skills and abilities to influence others.
-Ability to manage stress well
-Ability to demonstrate initiative, rapid decision making and achieve results in short time frames and difficult circumstances
We offer
The employee will be contracted by Oxfam Novib with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. Indicative salary range: 107,376 ILS to 168,662 ILS gross per annum.
