Job Vacancy- Programme Manager for Administration & Finance for the IHL Resource Centre
Diakonia is a Swedish civil society organisation working with a long-term and rights-based perspective to advance democracy and human rights, social and economic justice, gender equality, and peace and justice in developing countries.
Our mission is to change unfair political, economic and social structures which generate poverty, oppression and violence.
Since 2004 Diakonia is running an International Humanitarian Law Resource Centre with the aim of increasing respect for and further implementation of international law, specifically IHL and IHRL, in the Israel-Palestinian conflict.
Respect for the International Humanitarian Law and protection of civilians is fundamental in the Israeli-Palestinian conflict, recognising occupation and thereby the applicability of IHL, as well as for the importance of state building. As synergies are sought between the state building agenda and humanitarian interventions, IHL is an important tool for developing policy options on how to address the conflict. Diakonia is supporting the humanitarian and international community to mainstream IHL into policies, programmes and discourse. Together with the diplomatic missions we strive for collective advancement regarding the deteriorating humanitarian situation.
We are now seeking a Programme Manager Administration & Finance for the IHL Resource Center in Jerusalem
Position: Programme Manager Administration & Finance
Placement: Jerusalem
Period: As soon as possible (for one year renewable)

Responsible to: Programme Director, International Humanitarian Law
Resource Centre
Main responsibilities/Key results expected:
On delegation from the IHL Programme Director, the Programme Manager for Administration & Finance has the responsibility ensure budgeting, financial planning and reporting of the IHL Resource Center including partners; to analyse the budget, prepare financial reports; ensure overall grants compliance; ensure compliance with Diakonia and donor’s procurement guidelines; capacity building of staff and partners in contractual requirements; report on financial results; elaborate TORs
for programme audits; manage and follow-up the personnel within the IHL Resource Centre; line management of the IHL Programme Officer and overall financial planning and monitoring.
1. Financial responsibilities
• To ensure budgeting, financial planning as well as financial reporting of the Resource Centre in full coordination with the programme director and Diakonia financial system.
• Analyze the budget structure ensuring compliance with donors requirements as well as budget follow-up both at a consolidated level as well as per back donor
• Prepare in timely order the IHL financial reports for each back donor as well as the
consolidated report according to back donors’ and Diakonia’s requirements
2. Administrative responsibilities
• Ensure overall grant compliance and timely and accurate financial, narrative and audit reporting on contracts, coordinating with team members involved in the process,
especially Programme Officer • Provide monitoring and advice to team members as regards to Donors’, as well as Diakonia’s, rules and regulations
• Ensure compliance with back donors’ as well as Diakonia’s procurement and anticorruption guidelines
• Carry out information and capacity building of the Diakonia team and partners regarding understanding of specific donor and contractual requirements in coordination with Programme Officer
• To lead, monitor and report on programme and financial results undertaken by the IHL Resource Centre and partners.
• Assist the Programme Director with the procurement of works, goods and services.
3. Audit responsibilities
• Elaborate Terms of Reference for programme audits in compliance with back and
Diakonia’s requirements
• Be the main contact person for the auditors
• Assure follow-up and compliance with recommendations in programme audit reports (to donors) and the management letters as well as related action plans on programme level
4. Human resources
• On delegation by Programme Director to manage, and follow up the personnel within the IHL Resource Centre in regards to signing attendance sheets, overtime, vacation plans and travel reports.
• Line management of IHL Programme Officer
5. Other
• Coordinate and lead processes within the IHL Resource Centre in the field of the
responsibilities of the Programme Manager for Administration & Finance.
• To be involved in internal and external working groups and processes, whenever
required or requested by Programme Director
• To provide information and feedback for different needs to the Diakonia Head Office in coordination with the Programme Director.
• Within the fields of responsibility file all required documentation (correspondence,
proposals and reports etc.), in hard copy as well as in IT-systems, according to
Diakonia’s archive rules.
• Responsible for writing, in coordination with team, applications to back donors,
ensuring that requirements for applications are fulfilled
• Support the mainstreaming of gender in the organization and contribute to a more
equal society through gender conscious behavior, role modeling, and openness towards capacity building.
• Assist in other tasks whenever requested by the Programme Director. To be
responsible to prepare regular summary reports on progress of grants management/
administration to the programme director.
• Assist the Programme Director to prepare annual work plans, HR plan and procurement plan in line with IHL Resource Centre activities
Qualifications
• Academic Master’s degree in Economics, Business Administration, or in other
related field
• At least 5 years of experience from financial, narrative and administrative handling
of grants in development cooperation
• Long experience in programme and project financial analysis and reviews, as well as
preparing applications, budgets and narrative and financial reports
• Understanding of national and international development issues
• INGO and/or NGO experience of development and/or humanitarian work, preferable
with experience from International Humanitarian Law
• Good planning, problem solving and negotiation skills, ability to work creatively and to meet deadlines, including managing other people’s input
• Confidence in working with senior level stakeholders both internally and externally
in order to secure grants
• Long experience of application and report writing to back donors
• Good knowledge of English and Arabic
• Excellent writing and communication skills
• Ability to work autonomously and as part of a team
• Ability to work effectively with key internal and external contacts
• Commitment to aims and principles of Diakonia
• Proven experience on results based management
• Ability to work under pressure
