Palestinian Business women’s Association (ASALA) is looking for a full time Finance Officer based in head office - Ramallah
Job Duties and Responsibilities Budgets:
-Assists departments and Executive Director in preparing the organizational budget by providing relevant information, making inquiries on potential costs, or by other means.
-Compiles the organizational and/or project specific budget.
-Reviews budget vs. actual information pertaining to organization wide and advises management on any deviations on a timely basis.
Accounting:
-Prepares accounting vouchers, such as payment, receipt, and journal voucher, which explains and details the financial transactions of Asala, including an explanation of the type of transaction and the department it relates to.
-Ensures the proper documentation support of all accounting entries and vouchers before booking them in the accounting system..
-Reviews to ensure the completeness of all accounting records, information, and transactions in the accounting system.
-Reads relevant contracts of financial nature, and reviews to ensure the proper recording of such contracts in the accounting system.
Financial Reporting:
-Prepares financial reports based on the accounting system to the different departments and top management on a monthly basis.
-Prepares financial reports based on the accounting system to third parties such as donor’s, legal authorities – each according to their requirements.
-Prepares budget variance reports to management or third parties according to their requirements and deadlines.
Internal Control:
-Designs and implements internal control strategies that ensure proper segregation of duties and a proper system of checks and balances.
-Reviews Asala’s compliance with internal control strategies and advises management on issues relating to this matter.
-Requests and Obtains information from third parties (e.g. bank account statement from the banks, fixed assets register from the administrator of fixed assets, Cash log book from the cash administrator, donor confirmations from donors) on a timely basis and reconciles information obtained with the accounting records. Inquires and adjusts differences occurring as a result of such reconciliations.
Auditing:
-Acts as the liaison between Asala and Asala’s financial auditors, providing them with relevant information and reports that would enable them to carry on their duties.
Legal requirements:
-Ensures Asala’s compliance with donors stipulations, the income tax department’s laws and regulations, and any other legal requirements, and advises management on such issues as they arise.
Required qualifications& skills
-B.A degree in Accounting
-Combined 2-3 years working experience in accounting, financial management, fund accounting management.
-Knowledge in the areas of accounting, budgeting, financial reporting and internal control.
-Knowledge of International accounting standards and other standards specific to the Not-for-Profit organizations and Micro finance institutions.
-Knowledge in using electronic spreadsheets such as MS Excel, electronic word processor such as MS word, and computerized accounting computer programs.
-Knowledge of the legal and tax requirements concerning not-for-profit organizations in the Palestinian areas. .
-Very good command of English and Arabic
