Terms of Reference- Research on “Gaps and challenges in the services system provided to survivors of Gender Based Violence in the Gaza Strip”

Within the intervention of Solidaridad Internacional in Palestine,formed by a project titled “Fighting against Gender-based Violence and Promoting Women's Sexual, Reproductive and Political Rights in Palestine (opt)” funded by the Basque Government, and the Convenio 10-COI-110: “Regional Convenio on sexual and reproductive rights of the Palestinian, Jordanian and Lebanese women in a vulnerable situation”, funded byAECID, WATC is seeking a research offer as described below.

Duration: Short-term assignment (2 months)

I. Background

Women’s Affairs Technical Committee was established in 1992. WATC is a coalition of seven women's organizations, three women's centres and individual women activists. WATC seeks to:
• Eliminate all forms of discrimination against women
• Develop the role of women in society
• Empower women to assume decision-making positions
The coalition pays special attention to marginalized and women in less privileged locations, particularly women in rural areas and refugees. It is also focusing on women leaders and young potential leaders in order to facilitate their role in the process of national struggle and social change.

The Convenio 10-COI-110: “Regional agreement on sexual and reproductive rights of Palestinian, Jordanian and Lebanese women in position of vulnerability” is a program supported by Solidaridad Internacional, a Spanish NGO, and funded by the Basque Government and the Spanish Agency for International Development Cooperation (AECID).

The research seeks to improve the knowledge on gender based violence (GBV) problem in Gaza Strip (Palestine) with a specific focus on which are the places/persons/services (institutions or organizations) where women survivors of Gender Based Violence decide to go when suffering violence; the reasons behind the different choices of service providers (public and private), which are the services currently provided to the survivors, and their challenges and obstacles to reach out for the survivors and to provide quality services.

At the 8th of March (international women day), WATC will hold a conference on “Gender Based Violence” and will announce the results. Conclusions of the study will be shared and discussed with relevant stakeholders including local institutions and international organizations working in the area of GBV.
However at the end of the year 2013 a first draft of the results of the study should be available to be used in the planning of strategic plan and activities of year 2014

II. Scope of Work
The researcher/ research team is expected to fulfil the following objectives:
Overall Objective:
The main objective is to make visible the difficulties and challenges that survivors of gender based violence face to seek and access help in the existing response system in Gaza Strip , as well as identifying the existing services available, the outreach possibilities and quality of the service provided as assessed by women themselves .

Specific Objectives include:
• Investigate the main obstacles (social, economic and cultural) that prevent women who suffer GBV from accessing the system of services that can protect them.
• Identify the persons, places and services (organizations or institutions) where women survivors decide to go when suffering GBV, as well as the reasons behind their choice.
• Analyse the role of the service providers (public and private) in their response to GBV (type of services, access and quality), with special focused on health services providers.
• Suggest recommendations to improve the challenges faced by women GBV survivors to access services and by the existing services to improve outreach and quality.
III. Methodology:
As part of this research, the researcher/ research team is expected to conduct interviews, focus groups and undertake surveys with relevant civil society and official organizations, survivors of GBV and all service providers.

The research report is expected to have the following sections:
1. literature Review including:
a. Theoretical background and analysis of GBV in the context ofconflict, occupation, poverty and isolation (e.g.: blockade, demolition of houses, demolition of services facilities, etc.(, as well as theoretical background on multisectoral and comprehensive systems and standardized operational procedures (SOPs) to response GBV cases.
b. Previous studies, researches, assessments and reports in the Arab, Palestinian and specifically Gaza context.
c. Revision of Palestinian national policies and legislations related to violence against women and GBV.
d. Any available and statistics about violence against women in general and GBV in particular in Gaza Strip

2. Quantitative analysis of GBV in Gaza Strip, using the the existing PCBS data to analyze the spread and forms of GBV. (just to provide general overview )

3. Qualitative analysis: Conducting interviews with:
a. Experts & professionals in Gaza strip,
b. Human rights & women’s rights NGOs,
c. Media.
d. A sample of women survivals of GBV (the number of sample will discuss with the researcher/research team )
e. Services providers to GBV victims, with a special focused on health providers.

4. Drafting of the report
a. Submitting a first draft for WATC review
b. Conduct an internal presentation workshop for WATC staff and board members
c. Incorporate all comments and feedback
d. Submit a final draft for approval of WATC, with specific recommendations for follow up

IV. Expected Results

The researcher/ research team is expected to submit a report that covers:
1. Theoretical approach/es that guides the Research
2. Roots, motivations and practices Gender Based Violence in Gaza Strip
3. Types of services and support already existing, obstacles facing victims of GBV when seeking services and support and quality of the available services.
4. General conclusion of the current situation of Gender Based Violence and the response and protection system in Gaza Strip
5. Recommendations for intervention mechanisms and policy changes to improve the response and protection system of GBV survivors in Gaza Strip.

V. Expected Deliverables
1. A work plan to conduct, adjusted with WATC-SI recommendations.
2. Draft of the final research document: the draft will be reviewed by SI and WATC and recommendations will be discussed with the Researcher/ Research Team and potentially included.
3. Final document (minimum 40 pages, without annexes) together with an executive summary and a power point presentation with the main conclusions.
4. Presentation of the research, findings and recommendations in a national conference in March 2014 .
5. The study shall be conducted in Arabic. The final report shall be submitted in Arabic along with a comprehensive executive summary in English.
VI. Application Process:
Interested researchers should submit a letter of interest, a technical proposal, a financial offer and a C.V no later than 5th November 2013. The letter of interest should highlight why the researcher is the best placed to conduct this assignment. The proposal should have detailed methodology including following:
a. Objectives and researcher/ research team understanding of the scope of the research.
b. Tools that researcher/research team will use in both topics Arabic and English.
c. Plan of data collection and analysis
d. Timeframe
e. Detailed budget on a separate sheet, including the Income Tax percentage

As part of the proposal, the candidates have also to submit adeclaration stating that in case of being selected, the candidate iscommitted to be registered and pay the required taxes to PNA to develop this research.

Work plan and methodology will be reviewed in coordination with WATC staff and the Gender Coordinator of SI. Theresearcher/ research team is expected to revise the proposed methodology if needed.

The researcher/ research team will report to the project manager and project coordinator of WATC, and the projectcoordinator of SI in Palestine.

VI. Duration and extent of Work
The research should be conducted between 17th November 2013 -17th January 2014 to be printed and translated in January, then presented in a launching ceremony (national conference) the 8th of March 2014. The final timeframe will be agreed upon with the Research Team.

VII. Required skills and expertise

Applicants are expected to have the following skills and expertise
• An advanced degree in research oriented social studies/women's Studies/ legal studies, public health.
• Extensive knowledge of and experience in leading (designing and undertaking) social/health/economic surveys as well as qualitative research;
• Extensive knowledge and experience of the research team with statistical data analysis, and demonstrated competency in usingstatistical software;
• Proven experience with Domestic Violence research methodology and protocols
• Advanced knowledge and skills on gender analysis and gender mainstreaming
• Experience in developing, undertaking & managing Violence against Women research is essential.
• Strong analytical and presentation skills.
• Skills of working on PC and using other related equipments.
• Proficiency written and speaking skills in English and Arabic
• Knowledge about the context in Palestinian society, and the work of the civil society and the government on Violence against Women in Palestine.
• Acquainted with the national legislation and the international conventions related to women’s rights and Gender Equality
• Strong track record of technical leadership, and proven ability to produce demonstrable results
• Availability to move within Gaza Strip, especially rural,marginalized and border areas. SI and WATC will facilitate permits to enter Gaza Strip in case the person is from outside.
