TERMS OF REFERENCE- Organizational Development Consultant- Project: ‘Improving access of children with disabilities to quality multidisciplinary rehabilitation services in the Gaza Strip.

Handicap International (HI) is an independent international aid organisation working in situations of poverty and exclusion, conflict and disaster, working alongside persons with disabilities and other vulnerable groups. Handicap International is active in the occupied Palestinian territory since 1996; HI gives the priority to the development of capacities of disable person's organizations at local, national, and regional level. HI aims at developing the mechanisms and capacities to enhance access to services and supporting initiatives to remove barriers and enhancing inclusiveness of the community development process. In addition to that HI gives priority to emergency response through development of capacities and contingency plans with relevant partners for a quick reaction in case a crisis occurs.
1-CONTEXT
Through the project “Improving access of children with disabilities to quality multidisciplinary rehabilitation services in the Gaza Strip” HI is aiming toreduce the extreme vulnerability of Children with disabilities in Gaza by improving the access to essential rehabilitation services and in particular the functional and psychological support services.
The project is providing technical and financial support to HI partners in order to:
-Provide quality psychological and functional rehabilitation & follow up services to Children with Cerebral Palsy/Multiple Disabilities (CwCP/MD) through well trained and technically empowered multidisciplinary outreach teams of partners’ organizations.
-Empower families of CWCP/MD to ensure their basic and preventive follow up to their children rehabilitation process.
-Improve access of CwCP/MD to other needed and demanded services through strengthened referral networks’ mechanisms. Identify and implement organizational development plans to ensure the sustainability of their rehabilitation programs / services to CwCP/MD.Support the partners to secure co funding opportunities, as the partners are expected to co-fund the current partnership project supported by Handicap International & AFD “Improving access of children with disabilities to quality multidisciplinary rehabilitation services in the Gaza Strip” to ensure services’ provision continuity after project fund is ended.
2-DESCRIPTION OF THE REQUIRED SERVICE PROVISION
1-Overall objectives:
The main objective of the assignment is to support HI partners’ organizations to conduct an organizational development self assessment, based on a participatory approach. From the 3 partners, two of them are disability service providers, and the third one is a Community Based Rehabilitation Program Promoter. The assessment will aim at supporting these partners’ organizations to identify areas of improvement, and ensure that organizational performance is effective and efficient.
The self assessment will be performed for all partners’ organization functioning departments and should provide information on current strategies and performance, related to organizational structure, development management, financial management, organizational climate and culture, organizational conflict management and employees’ commitment.
A special attention will be given to identify, anticipate and manage mechanisms of resistance to change from the partners and/ or their staff.
The main stakeholders for this participatory assessment will be the 3 partners’ organizations and HI. Other stakeholders may be involved at some stages of the assessment and especially:
-The persons with disabilities/ users of the partners’ services.
-Other stakeholders (e.g.: other service providers, coordination bodies, suppliers) may be identified as well, according to the need and in coordination with the partners and HI.
2-Specific Objectives
a-The consultant will support the partners during the self assessment to identify specific needs and priorities. And thus the consultant will support the partners to use these results as a basis to define, develop and implement SMART organizational development Action Plan
b-The partners will be supported by the consultant to identify problems, to analyze them and identify the changes required at the different organizational levels.
c-The consultant will provide support to the partners to define SMART action plans to promote organizational development. These SMART Action Plans will include;
-Identification of the needs and priorities, and in accordance, definition of goals and objectives, in line with each partner’s own strategic plans and vision,
-Identification of internal and/ or external supports needs. For example; “employees’ training needs assessment, changes in organizational charts, in human resources policies, bylaw, management styles, organizational behavior….etc”.
-Identification and analysis for each partner of the potential resources for change and expected resistance mechanisms /constraints to implement the organizational development plans identified.
-Identification of the changes required at program’s level to ensure the sustainable running of partners’ rehabilitation services, with a particular focus on access to multidisciplinary outreach and center based services for children with cerebral palsy and multiple disabilities in their geographical zones.
-Elaboration of a comprehensive budget to implement the OD Action Plan identified
d-The OD consultant will support partners’ organizations to implement the Action Plan as identified. He/ she will ensure monitoring and follow up during field visits, and will provide coaching and technical support to the partners on regular basis for a period of at least 6 months, to ensure a smooth implementation. According to the results of monitoring visits, recommendations will be provided as needed and taking into consideration potential constrains/ limitation as identified at earlier stages
e-The OD consultant will be responsible to provide direct technical support to the partners including on:
-Training of partner’s team on project development, proposal writing and reporting in line with the different donor’s formats and funding requirements.
-Advise on possible funding opportunities for projects aiming at supporting persons with disabilities, particularly CwCP/MD rehabilitation.
For each objective/ target of the OD Action Plan, the consultant will ensure that performance development indicators and a timeframe are indicated.
In addition to the objectives already mentioned, the consultant will provide any other technical support to HI partners as required.
3-Project partners:
-Baitona Society for community development - Baitona- North Gaza (Disability Service Provider)
-Palestine Avenir for Childhood Foundation - PACF- Gaza City (Disability Service Provider)
-National Society for Rehabilitation - NSR- Middle Area (Community Based Rehabilitation Program Promoter)
4-Summary of the Expected outputs:
-Participatory organizational self-assessment for HI 3 partners.
-SMART organizational development action plans for each of the 3 partners.
-Smooth and quality implementation of the identified SMART OD plans by partners with the technical support and coaching of the consultant.
-The sustainability of Partners’ rehabilitation programs’ is realistically planned.
-Partners knowledge and skills are significantly improved on project development and proposal writing
-Partners identify and secure co-funding opportunities for the current partnership project supported by HI & AFD.
3-CONSULTANT’S PROFILE
1-Higher Education degree , preferably a master degree “ in organizational development and /or strategic planning / management development or other related fields.
2-Proven technical expertise on organizational assessment and organizational development planning.
3-At least five years of relevant work experience with NGOs and / or INGOs.
4-Good background on disability, understanding aspects and differences between service provision approach and community based rehabilitation approach.
5-Excellent communication & interpersonal skills.
6-Having positive, innovative, inspirational and problemsolving attitude.
7-Excellent command of English language.
4-SERVICE DURATION AND LOCATION
The consultancy service provision contract is for 13.5 months starting from Mid October 2013 until November 2014.
WORK SCHEDULE
A detailed work plan for the OD consultant assignment will be discussed and agreed upon in collaboration with partners and HI after the consultant is identified & before signing the service contract with HI. The work plan will be an annex to the service contract.
1-REPORT
-Self Assessment report for each partner.
-Partners’ employees training needs assessment report.
-SMART OD action plan for each partner.
-Monitoring & evaluation tool for partners performance development progress.
-Technical support and coaching monthly report.
-Monthly report on the OD Action plan implementation progress report.
-Final OD outcomes report for each partner.
2-RESOURCE PERSON
Within the framework of the service provision, the consultant will be asked to collaborate with Handicap International’s Access to Services Team and in particular with The Project Manager and The Project Technical Officer who will be the focal contact persons for this service support & follow up.
3-BUDGET
The interested candidates shall provide Handicap International with an offer including full proper price quote and financial expectations according to the services proposed. fitting with the following points:
-Prices shall be in English and with ILS currency.
-Prices shall be inclusive of VAT
-Price will include transportation and communication fees
-Preferred payment terms / method shall be mentioned.
