CARE is seeking to recruit an experienced and committed professional to fill the following vacancy inCARE’s West Bank office:

Reports to: Program Coordinator
Start date: August 2013
Position type and duration: Full time- One year Renewable
Starting Basic Salary : USD 30,252 per annum (with an attractive benefit package)
Summary:
The Program Officer (PO) for Monitoring, Reporting and Accountability is a member of the Partnership and Implementation team, which facilitates the implementation of CARE’s economic empowerment and gender equity and rights programs and other strategic initiatives.
The PO will play an important role in ensuring CARE’s accountability to communities and partners and contributing to CARE’s aims of empowering civil society. S/he will also play a key monitoring role, project management, mentoring local partners, supporting the collection of information and documentation of lessons learned. The PO helps ensure that M&E data from projects and information and priorities arising from communities are captured, clearly communicated and fed into CARE’s evidence gathering and learning system, so that CARE can use them effectively for advocacy, fundraising and program quality improvements to ensure programs’ objectives are met.
Required education:
-Bachelor’s degree in a relevant field (Economic Development, Social Science, , Public Administration, Business Administration, Developmental Studies, Gender Studies) or combination of relevant education and work experience
-Desired: Master’s degree in Social Sciences, Gender studies, Economic Development or other related fields
Required experience:
A minimum of 3 years’ experience in working with Palestinian communities in a similar role.
Conducting research, evaluation and/or preparing analytical work
Project management and reporting skills and experience
Excellent interpersonal and communications skills
Outstanding organizational skills
Excellent documentation skills in English language
Knowledge of NGOs and CBOs structures
-Desired:
Experience in data collection, project management, and/or monitoring and evaluation
Experience with participatory community development tools and methods.
Advanced report writing in English
