Markets for the poor Project Manager- BASED IN JERUSALEM AND WB

We are looking for a person to be responsible and accountable for the day-to-day operation related to a defined accounting area.

KEY RESPONSIBILITIES:

Delivery and implementation
Provide leadership to the Private Sector Engagement project at all levels (strategic, tactical and operational) ensuring the programme is relevant to stakeholders’ needs and interests.
Provide leadership and day to day management to the SDC project ‘Improved Access to Markets for Female and Male Small Scale Farmers in the West Bank’.
Provide effective line and performance management of project staff.
Build and manage relationships with stakeholders, including communities, producer organizations, key private sector companies, national and local NGOs, research institutions, and the Government.
Oversee programme development and undertake / commission research or analysis to underpin programming and advocacy on inclusive business models, agriculture policy and related areas.
Ensure that OPAL (Oxfam Programme Database) is maintained accurately and up to date.
Pro-actively share information within the OPT programme and the wider Private Sector Engagement team at Oxfam GB and ensure that team members are coordinating effectively over activity planning.
Ensure adherence to Oxfam quality standards and integration of best practice as well as adherence with donors and contractual requirements.
Provide and facilitate technical support, training and information to programme staff and partners to enable them to effectively use Oxfam resources as well as best practices in participatory programme planning, budgeting, delivery, monitoring, evaluation, impact assessment and learning.
Implements Oxfam's gender diversity, advocacy and equal opportunities policies throughout programming.



Manage Oxfam GB's risk
Ensure that budgets are drawn up for all activities and that costs are kept within budget, providing a monthly financial summary and quarterly analysis of trends.
Be aware of and respond to sensitivities of operating within the national/regional context.

Communicating Oxfam's work and contributing to the regional programme
Represent Oxfam in coordination meetings, meetings with external donors and other key external stakeholders that are relevant to the project.
Regular communication with SDC, programme partners and government organisations.
Identify and conduct impact assessment initiatives and ensure effective communications about programme impact with stakeholders within and outside Oxfam.
Share information within the region and to other Oxfam GB colleagues related to the project and related advocacy issues in OPT and the region.
Contribute to the development of the strategy within the Oxfam International Economic Justice campaign.

Reporting
Produce quality programme reports: monthly, quarterly and annually for Oxfam and its donors and ensure that these meet stipulated deadlines.

Support in ensuring that quality financial reporting on restricted funding is done according to donor guidelines and timelines.


SKILLS AND COMPETENCIES:


Essential

A good master’s level qualification in economics/agricultural economics/agribusiness/development management or other development sector related to rural livelihoods.
Substantial and demonstrable experience in development and management of agriculture/rural enterprise based livelihoods programmes. Working through value/supply chain involving commercial partnerships with local and multinational private sector.
Direct experience of working with farmers/agro-workers, preferably on developing farmers' organizations, ideally in the OPT or Middle East context, and strong awareness of their strengths, weaknesses and organizational culture.
Understanding and experience working with Markets for Poor approaches to market facilitation.
Demonstrable advocacy and policy expertise on agriculture/agribusiness ideally in OPT or Middle East.
Demonstrated ability in budget development and monitoring and management of financial resources efficiently.
Excellent analytical, conceptual and strategic planning skills.
Proven success in operational management of complex projects with a clear focus on results.
Demonstrated capacity in integrating gender equity and diversity concerns in programming, advocacy, monitoring and evaluation and staff management.
Experience in developing programme monitoring and evaluation systems, in promoting ongoing learning and in matching learning and outcome/ impact assessment to strategy and decision making.
Excellent communication capacity and proactive approach to building relationships with key external/internal contacts.
Fluency in written and spoken English and Arabic.
Ability to present complex information in a succinct, precise and digestible form.
Experience and demonstrated success in fundraising and managing donor relations.
Ability to rapidly analyze situations, identify problems, risks, opportunities and trends, and to take realistic and balanced decisions accordingly, consulting appropriately.
Capacity to work sensitively and in a participatory manner with diverse actors.
Competent to work with significant levels of autonomy and authority.
Ability to manage complex workload and meet deadlines.
Capacity to work sensitively and in a participatory manner with diverse actors.
Proven decision-making and people management capability.
