UCS-Jerusalem is the first National Palestinian non-profit and independent union of non-governmental charitable and developmental societies.
It was established in Jerusalem in 1958, and strives for active contribution in building an effective Palestinian civil society through upgrading NGOs work democratically and according to good governance and accountability standards in order to contribute to national structuring and sustainable development.

Responsibilities and Duties:
-Provide a full range of financial services including development of budgets and financial plans, control of obligations and expenditures, preparation and audit of payment vouchers, administration of payroll plans, salary and allowance payments, cashier operations, and disbursement of funds.
-Providing and interpreting financial information.
-Monitoring and interpreting cash flows and predicting future trends.
-Assist managers in programs decision-making and planning by analyzing financial aspects of various programs so that managers can determine the best use of limited resources.
-Analyzing change and advising accordingly.
-Formulating strategic and long-term financial plans.
-Researching and reporting on factors influencing the Union performance.
-Responsible for bookkeeping and auditing of financial recorders.
-Developing financial management mechanisms that minimize financial risk.
-Conducting reviews and evaluations for cost-reduction opportunities.
-Participating in procurement and tendering activities.
-Liaising with auditors to ensure annual monitoring is carried out.
-Developing external relationships with appropriate contacts e.g. auditors, solicitors, bankers and statutory.
-Producing accurate financial reports to specific deadlines.
-Managing budgets.
-Supervising staff of the financial departments.
-Analyzing and evaluating the annual financial reports of (UCS) member societies.
-Keeping abreast of changes in financial regulations and legislation.
-Contribute in arranging new sources of finance and fundraising.
Qualifications:
-A bachelor's degree in finance or accounting. (Preference to holders of Masters degree or CPA certificate).
-5 years experience in financial management work which involved the preparation, justification, or management
of an organization's budget, or participation in budget hearings on appropriations for a non -governmental agency.
-Creative, innovative, decision making, containing others, communication and other public relations skills, energetic.
-Experience in banking, currency purchasing or treasury operations.
-Experience in payroll plan development and/or administration.
-Superior oral and written communication skills in Arabic and English..
-Comfortable with the latest computer technology.
-Good experience in project management.
-Familiar with stakeholder, and good experience in international cooperation.
-Be creative thinkers and problem-solvers.
-Ability to work under pressure of tight deadlines and rigid timeframes in difficult circumstances
-Knowledge of international finance.
-Experience in using BISAN accounting program.
