Finance General Manager
Definition:
Responsible for managing the financial affairs of the Municipality including financial planning, budgeting, accounting and controlling, treasury cash management and financial analysis, supervision of direction of accounting staff and other job related work as required.
Essential Functions:
- Developing, monitoring, supervising and participating in the accounting activity, including the preparation of varied financial reports including periodic reports, year-end closing and reconciliation, and budgetary documents and coordinating the external audits.
- Preparing financial statements as scheduled or requested.
- Planning, directing and participating in the controls over all financial transactions and expenditure of funds; enforcing compliance with accounting standards and government and municipal procedures.
- Overseeing and participating in the development of the finance department work plan, assigning work activities, monitoring work flow, reviewing and evaluate work, methods and procedures.
- Establishing and maintaining internal control procedures and assuring that standard
accounting procedures are maintained.
- Overseeing the financial information system of the Municipality.
- Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors all revenues and expenditures.
- Participating in the development and administration of the budget by forecasting revenues and expenditures, and analyzing trends to insure compliance with budgetary expenditure programs and policies.
- Initiating and participating extensively in the development and implementation of municipal financial policies and procedures..
- Serving as chief financial advisor to the Mayor. Providing professional finance related advices to Mayor and Municipality management.
- Communicating official plans, policies and procedures to Municipality staff and Municipality Council.
- Overseeing payroll and accounts payable processing.
- Performing related duties as assigned.
Qualifications:
Knowledge Of:
- Modern governmental and public sector accounting theory, principles, and practices; internal control procedures and management information systems; office automation and computerized financial applications, public finance and planning; payroll and accounts payable functions; working knowledge of budgetary accounting and reporting systems, municipal program budgeting and applicable local and central government accounting practices.
- Principles and practices of modern management, public administration, municipal finance and budgeting.
- Budget preparation, program analysis, and revenue and expenditures forecasting.
- Statistical concepts and methods.
- Principles and practices of supervision, staff selection, training and personnel management.
- Principles of public speaking.
- Pertinent local government and central government laws, rules and regulations.
Ability To:
- Perform professional, technical financial management analysis including the preparation of complex analytical reports and documents.
- Maintain efficient and effective financial systems and procedures.
- Comply with required budget law and other applicable financial requirements. .
- Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
- Select, train and assign employees.
- Plan, organize, direct, reviews and supervise the work of support staff.
- Interpret and apply Municipality accounting and financial management policies and
procedures; and applicable laws, rules and regulations.
- Develop and administer budgets.
- Use computer and needed programs effectively.
- Organize, analyze, manage and implement a variety of programs.
- Present ideas concisely and effectively, both orally and in writing.
Experience And Education:
Experience:
Eight (8) years of responsible municipal experience involving public finance administration and planning including supervisory experience.
Education:
A Bachelor's degree in accounting, business administration, or public administration or a related field. Master in accounting, finance or management is preferred.
License Or Certificate:
CPA/CMA/CFM is a plus.
